About this opportunity
Dauphin County is soliciting bids for the 2023 Transportation Infrastructure Safety Improvement Program (TISIP) - Bundle #1, a comprehensive infrastructure enhancement project covering four municipalities: Middle Paxton Township, Jefferson Township, Lykens Borough, and Millersburg Borough. The project scope includes drainage improvements, guide rail upgrades, and ADA ramp upgrades across multiple locations. Bids will be received online via PennBID until Thursday, December 4, 2025, at 2:00 PM local time, with a mandatory pre-bid conference scheduled for Wednesday, November 12, 2025, at the Dauphin County Administration Building. Bidders must comply with Pennsylvania Prevailing Wage Act requirements and the Public Works Employment Verification Act (Act 141 of 2022), which mandates use of the E-Verify system. The project is structured as a unit price contract with detailed itemized pricing for various construction activities including earthwork, asphalt installation, drainage systems, guide rail replacements, traffic control, and landscaping.
The procurement does not specify explicit set-aside designations or restrictions for specific enterprise types. Bidders must provide bid security of 10%, and all bids will remain valid for 60 days after the opening date. The estimated project cost exceeds $25,000, triggering additional state regulatory requirements. While no incumbent vendors are explicitly identified, the project is funded through Dauphin County, which reserves the right to waive minor informalities and select bids deemed most advantageous to the county's interests. The comprehensive nature of the project, involving multiple municipalities and various infrastructure improvements, suggests a significant investment in regional transportation and accessibility infrastructure. Though a specific total project budget is not disclosed, the detailed unit price schedules and multiple construction sites indicate a substantial financial commitment to infrastructure enhancement across the selected Dauphin County municipalities.
