About this opportunity

The Federal Motor Carrier Safety Administration is soliciting applications for the FY2026 High Priority Program - Innovative Technology Deployment (HP-ITD), a competitive grant opportunity with an application deadline of June 17, 2026, at 5 p.m. Eastern Time. Eligible applicants are limited to States, the District of Columbia, Puerto Rico, Northern Mariana Islands, American Samoa, Guam, and the U.S. Virgin Islands; individuals and businesses are not eligible. No matching share or cost-sharing is required.

The program anticipates approximately $52.7 million in total funding distributed across roughly 35 awards. The maximum funding request per application is $2 million, though exceptional projects above this threshold may be submitted for FMCSA Administrator discretionary approval. The period of performance extends for four fiscal years, commencing upon execution of the grant agreement.

To qualify, applicants must have a Secretary-approved commercial motor vehicle information systems and networks program plan (Program Plan/Top Level Design), certify that deployment activities are consistent with national intelligent transportation systems and CMV information systems architectures and available standards, agree to execute interoperability tests developed by FMCSA, and either be the lead State agency for the program plan or provide a Memorandum of Understanding with the ITD lead agency.

Eligible activities include Core Compliance (CVIEW development, credential automation, electronic vehicle identification), truck parking, work zone notifications, federal and vehicle out-of-service detection, data quality improvement, electronic inspection capabilities, enhanced data sharing, and FMCSA IT modernization.

Applicants must submit detailed project narratives (limited to 35 pages total per application, with a maximum of four projects), budget narratives with itemized cost breakdowns, SF-424 and SF-424A forms, assurances, lobbying certifications, and an Indirect Cost Rate agreement if claiming indirect costs. Awards will be issued as grants or cooperative agreements following evaluation of technical merit, budget cost analysis, program-specific criteria, and past performance. Post-award requirements include compliance with 2 CFR Part 200, federal wage rates, Title VI civil rights obligations, and cybersecurity standards outlined in National Security Memorandum 22. Assistance Listing 20.245 applies to this program.
