About this opportunity

The Department of Commerce National Institute of Standards and Technology (NIST) is seeking applications for the CHIPS Incentives Program, which aims to catalyze long-term, economically sustainable growth in the domestic semiconductor industry. This Notice of Funding Opportunity (NOFO) specifically solicits projects for the construction, expansion, or modernization of commercial facilities for the front- and back-end fabrication of leading-edge, current-generation, and mature-node semiconductors, as well as facilities for wafer manufacturing, semiconductor materials production, and semiconductor manufacturing equipment. Eligible applicants are private entities or consortia that can demonstrate the ability to substantially finance these types of projects. Applications will be evaluated based on criteria such as economic and national security impact, commercial viability, financial strength, technical feasibility, workforce development, and broader benefits.

The total funding available under this NOFO is up to $38.22 billion for direct funding and up to $75 billion in loans or loan guarantees. Awards may range from tens of millions to billions of dollars, depending on the project size and scope. Applications must be submitted through the CHIPS Incentives Portal by the final deadline of June 18, 2024, with an optional pre-application due by May 20, 2024.
