This is a two-phase design-build solicitation issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 to make all inaccessible fire, smoke, and fire/smoke dampers accessible at the Southeast Louisiana Veterans Health Care System campus in New Orleans, Louisiana. The selected contractor will be required to relocate, design access structures, and modify spaces to access all previously inaccessible dampers. The contractor must also inspect, test, and repair dampers that can now be accessed after repairs are made. Phase I proposals from qualified SDVOSB offerors will be evaluated on technical approach, qualifications, and past performance. A maximum of four firms will advance to Phase II for evaluation of technical solution, design concept, schedule, and price, with the project to be completed within 300 calendar days of notice to proceed.
This opportunity is set aside 100% for SDVOSBs. The contractor shall provide all labor, materials, tools and expertise to design and build accessibility to approximately 200 inaccessible fire, smoke and fire/smoke dampers across nine buildings on the main campus. Work must be performed in strict accordance with building codes, NFPA standards, ASME, UL, VA requirements and TJC. The place of performance is the Southeast Louisiana Veterans Health Care System campus located in New Orleans, Louisiana. Phase I proposals are due by January 21, 2021.

This is a TWO-PHASE DESIGN-BUILD ACQUISITION - All qualified SDVOSB offerors may submit for Phase I. After Phase I evaluation, selected Phase II offerors will be notified with instructions to submit PHASE II proposals.
The contractor shall provide all labor, materials, tools, equipment, expertise, and supervision necessary to design and build (Design/Build) a project to provide safe access to fire, smoke and fire/smoke dampers that are inaccessible. The Southeast Louisiana Veterans Health Care System, New Orleans, LA, has recently turned over its main campus for occupancy. During routine inspections, it was discovered that there were dampers that were inaccessible and/or were not inspected. This project shall achieve the following: make all inaccessible dampers (fire, smoke, and fire/smoke) accessible for inspection and maintenance which may include but is not limited to relocation or the construction of structures to reach said dampers, space modification, etc.; and inspect, test and repair all dampers that are presently inaccessible or were previously determined inaccessible but now deemed accessible after repairs (VA report outlining the damper inaccessible inventory shall be included). All dampers shall be made accessible for VA staff to conduct maintenance and to complete routine inspections per National Fire Protection Agency (NFPA). Scope shall also include investigation of specific existing rated walls to determine if a fire damper is required and to provide design and installation of any new dampers. The design shall clearly outline and note means, methods, coordination and phasing to achieve this goal. All project execution during construction shall be in strict adherence to all building codes, NFPA, American Society of Mechanical Engineers (ASME), United Laboratories (UL), VA design requirements and directives, and The Joint Commission (TJC).
