(12) Description - The following is a brief description of the work requirements for this contract:
This acquisition is to Renovate Vandenberg Hall, Building 2360, Construction Sequence 9 with an Option to Renovate Vandenberg Hall, Building 2360, Pavillions and an Option to Renovate Vandenberg Hall, Building 2360, Landscaping at the United States Air Force Academy (USAFA), CO.
Construction Sequence 9 is currently a Straddle A project. The Pavillions and Lanscaping will be included as Options to the contract award for Construction Sequence 9.
The contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting project Specifications on the United States Air Force Academy (USAFA). The contractor shall execute the project as shown in the contract project XQPZ 11-0103J Drawings and Specifications. The project includes the following:
• Mobilization/Demobilization
• Demolition
• Materials testing
• Smalti tile repair
• Interior finishes
• HVAC units
• Handrail compliance
• Fire suppression system
• Communication upgrades
• Utility metering
• Electrical
• AT/FP compliant landscaping
• Fire separation walls for CS-2, CS-3, and CS-4
• Structural Roof Anchors

Synopsis: Construction Project No. XQPZ 11-0103J, entitled 'Vandenberg Hall Renovation Phase 9'. The solicitation will be issued as a Request for Proposal (RFP) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All bidders must be registered on www.ccr.gov. The NAICS Code 236220, along with size standard $33.5 million applies. The procurement is entitled 'Vandenberg Hall Renovation Phase 9' at the United States Air Force Academy (USAFA) in Colorado. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project for the Vandenberg Hall Phase 9 project at USAFA, Colorado. The scope of Phase 9 will capture all remaining issues not already captured in the first eight construction phases. Phase 9 scope will include the following: Smalti tile repair, handrail compliance, fire separation walls for CS-2, CS-3 and CS-4, structural roof anchors, communication upgrades, utility metering, HVAC support for office areas, interior finishes, and AT/FP compliant landscaping.
Work is to be completed in accordance with the contract drawings and specifications. There are two bid options. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is approximately 270 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $10,000,000.00 and $25,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about 31 July 2012. A pre-bid meeting/walkthrough is scheduled for 7 August 2012 at 10:00 AM MST, attendance is not mandatory, but is strongly encouraged. Proposals will be due at 4:00 PM MST (local time) on September 1, 2012. Electronic and faxed bids will NOT be accepted. This project requires the successful contractor to secure bonding. Pursuant to Air Force Federal Acquisition Regulation Supplement (AAFARS) paragraph 5301.9102(a) Ms. Kelly Snyder has been appointed as the USAF Academy Ombudsmen.
