About this opportunity
The United States Postal Service has issued a Sources Sought Notice to identify qualified vendors capable of managing a national recycling program for scrap metal collected from over 334 USPS facilities nationwide. This pre-solicitation notice is issued solely for market research and planning purposes and does not constitute a formal solicitation or commitment to award a contract. The contractor must provide comprehensive management services including collection, transportation, inventory management, recycling, and disposition of multiple metal types such as aluminum, copper, lead, nickel, tin, steel, stainless steel, and mixed metals. Key requirements include picking up scrap within five business days of notification during business hours (8:00 a.m. to 3:00 p.m., Monday through Friday), maintaining secure storage facilities, tracking inventory with near real-time status updates, and ensuring full compliance with federal, state, and local environmental regulations. The submission deadline for responses to this Sources Sought Notice is March 27, 2026, and interested parties should note that this notice does not solicit formal quotes, bids, or proposals at this time.
The contract opportunity carries no set-aside designation, and no incumbent contractor or budget range has been identified in the pre-solicitation materials. The selected contractor will operate under a revenue-share agreement model, collecting all recycling proceeds and remitting payment to USPS within five business days of receipt via ACH transfer after deducting an agreed-upon revenue share percentage from gross proceeds. The contractor must develop innovative recycling methods to optimize return on investment, monitor market conditions for optimal pricing, and manage subcontractors across multiple geographic regions spanning metropolitan, suburban, underserved, and rural communities. The contractor is responsible for providing quarterly performance reports detailing collections by facility, metal types and weights collected, gross recycling proceeds, and net amounts owed to USPS, while USPS reserves the right to conduct audits and Office of Inspector General reviews at no additional cost. The Statement of Work indicates this is a national program encompassing a substantial volume of scrap material from hundreds of facilities, though specific annual tonnage or financial projections are not disclosed in the pre-solicitation notice.
