The Government will award a contract resulting from this solicitation to the responsible
o􀆯eror whose quote conforming to the solicitation is most advantageous to the
Government, price and other factors considered. The following factors will be used to
evaluate o􀆯ers:
1. Technical Capability (Pass/Fail)
2. Past Performance (Pass/Fail)
3. Total Price
A quotation must receive an Acceptable rating for all non-price factors to be eligible for

submitting the lowest evaluated price.
To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear
understanding of the work statement requirements, conform strictly to all specifications in
the attached Statement of Work, and provide any adequate capability and corporate

on future costs or fees. The Government intends to evaluate o􀆯ers and make award without
discussions; therefore, o􀆯erors should submit their best o􀆯er with initial submission.
