About this opportunity
The U.S. Coast Guard Robotics and Autonomous Systems Program Executive Office is seeking qualified contractors to provide airborne Intelligence, Surveillance, and Reconnaissance services using Contractor-Owned, Contractor-Operated Group 2 and Group 3 Unmanned Aircraft Systems across multiple Coast Guard cutter classes and shore-based operating sites. This is a Request for Information issued for market research purposes to identify capable vendors, and responses are due by May 8, 2026 at 4:00 PM EDT submitted electronically to cgras-info@uscg.mil. Contractors must meet Technology Readiness Level 8 requirements and possess systems with proven maritime performance, appropriate certifications including Authority to Operate, Frequency Spectrum, and laser certifications, and inclusion on the Blue UAS list. Key requirements include 24/7 operational capability on both normal and surge basis, integration with Coast Guard Remote Video Terminals, delivery of sensor data in specified formats, trained personnel, spare UAS assets, and comprehensive maintenance and logistics support. The evaluation will assess contractor capability to meet performance specifications detailed in the System Performance and Specifications document, including cruise airspeed requirements (20-50 KTAS threshold), service ceiling (3,000-5,000 feet MSL threshold), specific NIIRS imagery levels, communications datalink coverage at 40-100+ nautical mile ranges, and operational support across multiple geographic regions.
This is not a set-aside procurement and existing incumbents include Shield AI Inc for Maritime UAS on Host Cutters (contract performance through September 30, 2029) and Insitu Inc for National Security Cutters (contract performance through June 5, 2026). The anticipated contract vehicle is a Basic Ordering Agreement with a five-year base period plus one five-year option period for ten years total, with individual orders issued against the BOA for specific cutter classes and regions. The Coast Guard will competitively select one vendor per ship platform and region, though individual contractors may serve multiple platforms and regions across the Atlantic Area (up to 15 sites), Pacific Area (up to 15 sites), and Alaskan/Arctic areas (up to 7 sites), spanning multiple cutter classes including National Security Cutters, Offshore Patrol Cutters, Medium Endurance Cutters, and ice breakers. Contractors must maintain Facility Security Clearance at the SECRET level, comply with foreign-made UAS prohibitions, and demonstrate capability to support surge operations with spare assets and rapid deployment capability. The anticipated NAICS code is 541370 (Surveying and Mapping Services), and no specific budget information has been disclosed at this pre-solicitation stage.
