About this file

This is a Request for Information (RFI) and Sources Sought Amendment 01 issued by the United States Coast Guard (USCG) Robotics and Autonomous Systems Program Executive Office for Medium Range Unmanned Aircraft Systems (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) services.

The USCG seeks to identify contractors capable of providing Contractor-Owned, Contractor-Operated (COCO) airborne ISR services using Groups 2 and 3 UAS aboard USCG Cutter classes and shore-based operating sites. The anticipated contract vehicle is a Basic Ordering Agreement (BOA) with one five-year base period plus one five-year option period for a total of ten years. Services will be procured via individual orders issued against this BOA. Anticipated platforms include nine ship classes (National Security Cutter, Medium Endurance Cutters, CGC Storis, CGC Polar Star, Polar Security Cutter, Offshore Patrol Cutter, CGC Healy, and Arctic Security Cutter) and three shore regions (Atlantic Area up to 15 sites, Pacific Area up to 15 sites, and Alaskan/Arctic up to 7 sites). The USCG will competitively select one vendor for each ship platform and each region, though specific vendors may serve multiple cutter classes and/or regions. Contractors must provide sensor data production, trained personnel, non-developmental UAS equipment, certifications, operation and maintenance, spare UAS assets, and deployed mission support. Services must operate 24 hours per day, seven days per week, on both normal and surge basis, with pre-deployment, deployment, and post-deployment support. Requirements are detailed in the System Performance and Specifications document (Attachment J-2), with threshold requirements that must be met and objective requirements that are desired but not required. The anticipated NAICS Code is 541370. RFI responses are due May 8, 2026 by 4:00pm EST and must be submitted electronically to cgras-info@uscg.mil with the subject line "RFI Response to USCG PEO RAS MRUAS ISR Services." Responses are limited to 15 pages (excluding completed attachments J-2 and J-3) in 12-point font and must include a capability statement, completed Requirements Verification Traceability Matrix for each platform, company information, and feedback on contract vehicle approach and aircraft performance specifications. This RFI is a market research tool and does not constitute a solicitation or commitment by the government.

United States Coast Guard (USCG) Robotics and Autonomous Systems Program Executive Office – Medium Range UAS

Request for Information/Sources Sought Amendment 01

1) Introduction

a) This Request for Information (RFI) is a market research tool for the United States Coast Guard (USCG) to determine potential and eligible businesses capable of providing the services described herein.

b) The U.S. Coast Guard Robotics and Autonomous Systems Program Executive Office (CG-RAS PEO) seeks to identify contractors capable of providing airborne Intelligence, Surveillance, and Reconnaissance (ISR) services from Groups 2 and 3 Unmanned Aircraft Systems (UAS) using Contractor-Owned, Contractor-Operated (COCO) services aboard a variety of CG Cutter classes equipped with flight decks and shore-based operating sites. Services will be procured via orders issued against a basic ordering agreement (BOA) with one five-year base ordering period plus one five-year option period for a total of ten years.

2) Objective

a) With this RFI, CG-RAS PEO seeks to identify contractors capable of providing COCO services in support of the USCG’s maritime ISR mission using Group 2 and 3 UAS. The attached System Performance and Specifications (Attachment J-2) identify threshold requirements and, in some cases, desired objective values. Contractors will be responsible for delivery of the following: production of Sensor Data; trained personnel; non-developmental UAS equipment; certifications; operation and maintenance; spare UAS assets; and deployed mission support. Contracted services will be in direct support of ISR missions requiring persistent imagery with various types of sensors. Contractors shall be capable of providing ISR services on a normal and surge basis, day and night, 24 hours a day, seven days a week. pre-deployment, deployment, and post-deployment support will be required, and entail execution of a variety of responsibilities inherent to execution of such support, including but not limited to equipment transportation, export control licensing, insurance, personnel travel, visa coordination, and regulatory compliance.

Contractors will be responsible for delivery of the following: production of Sensor Data;

trained personnel; non-developmental UAS equipment; certifications; operation and maintenance; spare UAS assets; and deployed mission support.

b) Gather vendor feedback on contract vehicle approach.

c) Gather vendor UAS operational capabilities.

i) Are requirements reasonable and achievable

Joel Gibney Highlight

ii) Identify additional Group 2 or 3 unmanned aircraft and sensor capabilities available that are not listed in the SPS and should be included.

3) Scope/Description

a) The USCG intends to enter into a BOA with qualified offeror with orders for each of the cutter classes and shore-based sites being competed on a Limited Sources basis. The attached System Performance and Specifications (Attachment J-2) identify threshold requirements and, in some cases, desired objective values. Systems must meet all thresholds specified in J-2.

b) Requirements with threshold/objectives are prioritized in J-2 as follows:

Requirements in plain text are the minimum required capabilities.

Requirements that USCG prioritizes more than minimum required capabilities are in italics; and

Requirements that USCG values above all other requirements are in bold text.

Objective requirements in the SPS are desired but not required capabilities.

Vendors who meet requirements may be selected to enter into a BOA with the government. Objective requirements’ capabilities will be considered as part of the best value determination during the ordering process.

i) From the pool of eligible BOA participants, the USCG will competitively select one vendor for each ship platform and each region. However, a specific vendor can provide services for multiple cutter classes and/or regions.

(1) Anticipated platforms

(a) Ships

National Security Cutter Medium Endurance Cutter (210’) CGC Storis (Ice Breaker), (Bow mounted flight deck) CGC Polar Star (Ice Breaker) Polar Security Cutter Medium Endurance Cutter (270’) Offshore Patrol Cutter CGC Healy (Ice Breaker) Arctic Security Cutter

(b) Shore Regions

Atlantic Area (up to 15 sites) Pacific Area (up to 15 sites) Alaskan / Arctic (up to 7 sites)

4) Requested Information and Submission Instructions
