About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Drum is seeking to procure Uninterruptible Power Supply (UPS) systems and related battery backup equipment. The solicitation, posted on June 17, 2025, specifies comprehensive technical requirements including battery backup capabilities, surge protection, sine wave output, automatic voltage regulation, and various advanced features such as rotatable LCD panels, toolless battery access, and extended battery modules. The UPS systems must provide clean power output identical to or better than utility grid power, incorporate energy-efficient design elements including ENERGY STAR certification and Green Power UPS bypass technology, and include three-year warranties covering both the UPS systems and batteries. The equipment falls under NAICS code 335999 for electrical equipment manufacturing and PSC code 6130 for electrical converters. Interested contractors must submit their proposals by the deadline of June 24, 2025, providing only seven days for response preparation.
This procurement opportunity is designated as a Total Small Business set-aside, restricting competition to qualifying small business entities. The contract will be performed at Fort Drum, New York 13602, indicating the equipment will be installed and utilized at this military installation. No incumbent contractors, specific award values, or budget ranges are identified in the solicitation notice. The technical specifications suggest a requirement for multiple UPS units given the detailed feature requirements and emphasis on scalability through Extended Battery Modules, though exact quantities are not specified. The solicitation emphasizes the need for enterprise-grade power protection solutions with remote management capabilities through Power Panel Business Software, indicating this procurement supports critical infrastructure operations at the military facility.

Need 5 each Battery Backup Supplies power long enough for equipment to properly shut down when utility power fails. Helps prevent loss of data and minimizes the component stress caused by a hard shutdown. Surge Protection Diverts excess voltage away from sensitive electronic equipment during an AC power surge or power spike to prevent damage. Sine Wave Output The UPS generates energy that is identical to, or cleaner than the utility company?s power grid. Benefits include low total harmonic distortion, minimal electrical noise, and optimal line clarity. Automatic Voltage Regulation(AVR) AVR increases or decreases the AC power and maintains a safe voltage level without switching to battery mode and conserving battery life. Battery Equalization Technology Battery Equalization is an advanced charging process that maintains the voltages of the batteries at the same level to increase battery life. Critical Load Outlets Extend runtimes for critical devices by powering down non-critical equipment to free up battery capacity. Fast Charge Technology Allows UPS batteries to return to full capacity more rapidly by using a built-in charger inside of each UPS or EBM. Rotatable Multifunction LCD Panel Tilts to provide a better viewing angle when the Smart App Sinewave is mounted low. Rotates 90 when placed in a tower format for horizontal viewing. Provides information on 47 different settings that include UPS status, UPS set up and control management, and testing options. Toolless Battery Panel Access Makes battery replacement fast and simple. The faceplate features side latches for easy removal, and5eachcaptive screws can be loosened by hand to open the battery cover. Extended Battery Modules (EBMs) Use Fast Charge Technology to quickly restore full backup power to a UPS system. They also extend runtime. Rack/Tower Versatility Allows for horizontal rack or vertical tower installation. Power Panel Business Software Provides IT professionals with tools for monitoring and managing the UPS and backup power. This software offers remote management functionality. Free software download available. See the Resources tab. Line-Interactive Topology Exists when a line-interactive UPS has an auto transformer that regulates low voltages (e.g., brownouts) and over voltages (e.g., spikes) without having to switch to battery. ENERGY STAR This model is an ENERGY STAR certified Uninterruptible Power Supply (UPS) system. ENERGY STAR is the trusted, government-backed symbol for energy-efficient products and practices that help save money and protect the environment. Green Power UPS? Bypass Design A patented design that allows utility power to bypass the UPS transformer, when AC power is stable, which reduces energy consumption, noise, and heat buildup. Three-Year Warranty CyberPower will repair or replace a defective UPS system (including batteries) within three years of the purchase date.
