About this opportunity
The Department of State's European Logistics Support Office seeks potential sources capable of providing 2000W voltage transformers for residential use converting 110V to 220V under a 5-year IDIQ contract. Interested vendors must submit a capabilities package by November 18th demonstrating their ability to meet the technical specifications attached and answering questions regarding their products and alternatives. The evaluation will consider the vendor's response and capability to provide the transformers and meet the draft contract terms.
The acquisition has a NAICS code of 335311 with a size standard of 750 employees. While no set-aside is currently designated, one may be considered based on responses. The technical specifications require the 2000W step-up transformers have outputs of 110/120V from 220/240V inputs as auto-transformers with safety features like a polarity light and GFCI. Responses are for market research and will not result in an award, but may impact future solicitations for this requirement estimated between $500,000 to $1,000,000 annually over the 5-year period of performance.

Questions
1. Does your firm currently manufacture a product that meets or exceeds the technical specifications attached? Model? Source, online information location?
2. Are there more effective specifications to address ‘reverse polarity' for autotransformers (for residential use) inherent in products currently available on the market? If so, what are they? Model? Source, online information location?
3. Are there alternative products currently available on the market, to the transformer and associated specifications contemplated here that sufficiently address reverse polarity risk? Model? Source, online information?
4. Can your firm provide a competitive bid under the draft terms and conditions of the contract? If not, what specific terms prohibit a competitive bid? What changes to the terms would allow for a more effective competition?
5. Any recommended changes to any of the terms and conditions in the draft solicitation?
