About this opportunity

The National Institute of Standards and Technology (NIST) Radiation Safety Division is seeking to procure a thyroid bioassay counter system to replace an inoperable radiation monitoring device at their Gaithersburg, MD campus. The solicitation requires a mobile, commercial off-the-shelf system capable of monitoring staff exposure to I-123, I-125, and I-131 radionuclides, with specific technical requirements including a 2" NaI(Tl) scintillation detector, multi-channel analyzer, computer, printer, and specialized software. Quotations are due by June 18, 2025, at 11:00 AM EST, and will be evaluated based on technical capability and price reasonableness, with the intent to award to the lowest-priced, technically acceptable offeror. Potential bidders must be active registrants in the System for Award Management (SAM) and provide a comprehensive technical quotation demonstrating compliance with minimum requirements. The solicitation falls under NAICS category 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1000 employees.

The contract is not set aside for any specific business category and has no identified incumbent contractor. While the exact award value is not specified in the documents, the procurement includes a complete system with delivery, installation, calibration, on-site setup, and training, with payment contingent upon successful installation and performance testing. The contractor will be responsible for completing the entire project within 90 days of award, including on-site setup at the NIST Gaithersburg campus, full system calibration, and comprehensive user training. The system must be fully warranted for one year, with technical support including software upgrades, and contractors must comply with NIST campus security requirements such as obtaining identification badges and vehicle registration. The solicitation represents a turnkey solution to replace NIST's existing radiation monitoring equipment, ensuring continued capability to quantify personnel exposures and maintain regulatory compliance.

Notice text

The National Institute of Standards and Technology (NIST), Radiation Safety Division (RSD) is responsible for radiation protection and regulatory compliance matters for NIST’s radioactive materials license at the NIST Gaithersburg, MD campus. As part of managing the radiation safety program, RSD is responsible for monitoring radiation exposures for people working with volatile radionuclides. Monitoring of personnel is performed by using an in-vivo monitoring system typically monitoring exposure to the thyroid gland. RSD’s system has become inoperable and obsolete. To restore RSD’s capability to quantify personnel exposures, RSD requires a thyroid bioassay system.

The purpose of this procurement is to obtain a thyroid bioassay counter uptake system, ancillary equipment, and on-site set up to determine the dose received by personnel working with certain radioactive materials and ensure compliance with dose limits.
