RFQ 1333ND25QNB150194 - THYROID BIOASSAY COUNTER
Requirements for Thyroid Bioassay Counter
Background
The National Institute of Standards and Technology (NIST), Radiation Safety Division (RSD) is responsible for radiation protection and regulatory compliance matters for NIST’s radioactive materials license at the NIST Gaithersburg, MD campus.
As part of managing the radiation safety program, RSD is responsible for monitoring radiation exposures for people working with volatile radionuclides. Monitoring of personnel is performed by using an in-vivo monitoring system typically monitoring exposure to the thyroid gland. RSD’s system has become inoperable and obsolete.
To restore RSD’s capability to quantify personnel exposures, RSD requires a thyroid bioassay system.
Purpose
The purpose of this procurement is to obtain a thyroid bioassay system, ancillary equipment, and on-site set up to determine the dose received by personnel working with certain radioactive materials and ensure compliance with dose limits.
Functional Requirements:
The thyroid bioassay system shall be capable of monitoring staff for I-123, I-125 and I- 131 exposure. The system and well counter shall consist of a mobile platform allowing easy mobility. The platform shall be equipped with a positioning LED, a multi-axis and articulating arm for accurate and reproducible positioning of uptake measurements, an all in one flat panel PC with high capacity hard drive, a 1024-channel multi-channel analyzer (MCA), a 2” x 2” NaI detector with collimated shield, and a 2” diameter NaI(Tl) well detector with a lead shield. The system shall have automatic calibration and quality assurance (QA) functionality with a QA source holder for reproducible geometry.
Detector characteristics: The detector must be a 2” diameter NaI(Tl) scintillation detector with collimator capable of measuring I-123, I-125 and I-131.
MCA characteristics: The multichannel analyzer must have 1024 channels with two detector inputs (probe and well counter); full-width half max spectral resolution of at least 10%; maximum count rate of 200,000 at 5%; count rate linearity within 2% up to 150,000 cps; presets live time, real time, total counts; automatic peak finding; automatic high voltage adjustment for probe and well counter.
Well Counter characteristics: 2” diameter NaI(Tl) well detector with 1.55” deep and 0.66” diameter well; at least 1” lead well shield.
Computer and Printer characteristics:
Computer: flat panel all-in-one computer with Windows 11 operating system, minimum of 8GB RAM, 1TB SSD, and Intel® Core™ 7-150U;
Printer: laser printer (printer, copy and scanner), wireless, ethernet, USB Port, auto 2-sided printing, security enabled, ink cartridges required, minimum 100 sheet paper capacity, printer shall be compartable with the computer.
Software characteristics: Fully automated daily QA and calibration capability including automatic high voltage adjustment, energy calibration, zero adjust, gain adjust, detector efficiency calculations, detector resolution, chi-square, constancy and Minimum Detectable Activity (MDA). Administration summary QA report capability including sample output reports and isotope spectrum. The reports shall be printable.
Physical characteristics: Portable with heavy duty locking casters; 120 VAC, 60 Hz, 2.6 AMP line voltage. Weight with 1” shield well not to exceed 410 lb.
Business considerations: The thyroid bioassay counter shall be be commercial Off the Shelf and “Turnkey” systems are required. The contractor shall provide onsite installation, calibration, and user training. The unit shall be fully warranted for all parts and labor for a period of one year from the date of acceptance by the Government. The contractor shall provide at least one year after installation of technical support including on-site support if required. This technical support shall include any required software upgrades or patches without any additional cost. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.
Delivery and Installation
Deliverable One (1): Delivery shall be FOB DESTINATION and delivery and installation of the thyroid bioassay counter will be made within 90 days after award receipt.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
The contractor shall deliver the thyroid bioassay counter counter to:
The National Institute of Standards and Technology
Attention: Gaithersburg Radiation Safety Division, Jason Walia 100 Bureau Drive, Building 245 Room H113 Gaithersburg, MD 20899-1731
Warranty
The counter, including all components, shall be warranted for a period of not less than 365 days after final acceptance of the equipment by the Government. The warranty period shall commence only after the equipment has passed the performance tests and evaluations set forth and accepted by NIST staff. All parts, labor, travel, and other expenses required to repair any equipment shall be borne by the Contractor, and all repairs performed at no cost to the Government. Any repairs made by the Contractor to resolve any equipment problems discovered during the warranty period shall be warranted for an additional 365 days.
Performance/Operational Tests
NIST staff will verify all functions are operational within 30 days of delivery. The Government reserves the right to perform such performance tests and evaluations as deemed appropriate by the Government to verify specified machine performance in accordance with the standards listed in this document within 30 days after final installation. Such tests and evaluations, if performed, will be conducted within the environment that the machine is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
