About this opportunity
The National Institute of Standards and Technology (NIST) Sensor Science Division is seeking to procure a Terahertz Camera System capable of capturing images in the 3-20 THz frequency range. The system must include a terahertz camera, lens, and optical filter, and be compatible with Windows 10 and provide software control using LabVIEW, MATLAB, or Python. Offerors must submit firm-fixed-price quotations by July 10, 2024 demonstrating their proposed equipment meets all technical requirements. Award will be made to the lowest-priced, technically acceptable offeror.
This is an unrestricted solicitation under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000 employee size standard. The place of performance is Gaithersburg, MD. The Government will inspect and test the system upon delivery and has sole discretion to require repair or replacement of any defective items at no cost. Payment will be made 100% upon delivery and acceptance.

Amendment I: The purpose of this amendment is to re-upload the requirements document and final combined synopsis/solcitation documents as some interested quoters have experienced difficulties with the documents.
The National Institute of Standards and Technology (NIST) Sensor Science Division (SSD) is responsible for advancing the measurement science, standards, and applications for sensing optical power, temperature, humidity, pressure, vacuum, flow, and related physical phenomena to support U.S. industry and trade. Our laboratory develops radiometers for quantifying the power of light in different regions of the electromagnetic spectrum, including the infrared and terahertz ranges. For sensing light in these regions outside of the visible spectrum, specialized cameras and specialized optics are required for capturing images. In addition to the camera, we also need a terahertz lens and terahertz optical filter to make the camera system fully functional.
The SSD requires a camera capable of capturing images in the terahertz frequency range, which can be used for viewing beams of terahertz radiation in our experiments. The SSD develops instruments and optical systems in the frequency range from 3 THz to 20 THz and requires a camera that can be used for characterization and alignment of the terahertz beams used in this research. In addition to the requirement for responsivity in the frequency range from 3 THz to 20 THz, the camera must have sufficient sensitivity to image the low power signals often used in SSD experiments.
