About this file

This document is a requirements specification for a Terahertz Camera System to be acquired by the National Institute of Standards and Technology (NIST) Sensor Science Division.

The requirements document specifies that NIST requires a terahertz camera system capable of capturing images in the 3-20 THz frequency range, with minimum criteria for the camera module, terahertz lens, and optical filter. The system must be compatible with Windows 10 and provide software control using LabVIEW, MATLAB, or Python. Delivery is required within 180 days of order placement, FOB Destination, with a minimum 1-year warranty. The Government will inspect and test the system upon receipt and has sole discretion to require repair or replacement of any defective or non-conforming items at no cost. Payment will be made 100% upon delivery and acceptance.

The related federal contract opportunity, Solicitation Number 1333ND24QNB680356, seeks to acquire this Terahertz Camera System for NIST. The solicitation is open to all responsible sources.

NIST Requirements Document Terahertz Camera System

Background

The National Institute of Standards and Technology (NIST) Sensor Science Division (SSD) is responsible for advancing the measurement science, standards, and applications for sensing optical power, temperature, humidity, pressure, vacuum, flow, and related physical phenomena to support U.S. industry and trade. Our laboratory develops radiometers for quantifying the power of light in different regions of the electromagnetic spectrum, including the infrared and terahertz ranges. For sensing light in these regions outside of the visible spectrum, specialized cameras and specialized optics are required for capturing images. In addition to the camera, we also need a terahertz lens and terahertz optical filter to make the camera system fully functional.

The SSD requires a camera capable of capturing images in the terahertz frequency range, which can be used for viewing beams of terahertz radiation in our experiments. The SSD develops instruments and optical systems in the frequency range from 3 THz to 20 THz and requires a camera that can be used for characterization and alignment of the terahertz beams used in this research. In addition to the requirement for responsivity in the frequency range from 3 THz to 20 THz, the camera must have sufficient sensitivity to image the low power signals often used in SSD experiments.

Minimum Requirements The equipment shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide one (1) Terahertz Camera System which shall meet or exceed the following minimum requirements, inclusive of FOB Destination shipping and warranty:

Itemized Technical Requirements:

The terahertz camera system, containing a camera module and associated optics, must meet the following requirements and specifications:

General requirements for the system:

1) Compatibility specifications:

a) system must be compatible with a Windows10 computer

b) must enable straightforward software control and acquisition using LabVIEW, MATLAB, or Python

2) Other system requirements:

a) must provide information (print or online) for hardware and software

b) must be covered by warranty of at least one-year

Itemized performance and feature specifications for the instrument:

1) Camera module specifications:

a) must not require cooling or vacuum containment for operation

b) must have at least 100 pixels in each direction, i.e., minimum imaging region 100 x 100 pixels

c) pixel pitch must be 50 µm or smaller

d) must have broadband sensitivity over at least the region from 3 THz to 20 THz

e) noise equivalent power (NEP) must be less than 3 pW/Hz0.5 at frequency near 5 THz

f) must have maximum frame rate of at least 30 Hz

2) Terahertz lens specifications

a) must operate over the full frequency range of the camera

b) must have a fast f-number, i.e., f/1 or smaller required and f/0.7 or smaller preferred

c) must have been tested for compatibility with camera by vendor

3) Terahertz filter specifications:

a) must transmit at frequencies below approximately 20 THz

b) transmission must be > 70 % in-band and < 0.5 % out-of-band

c) must have been tested for compatibility with camera by vendor

4) Other system hardware requirements:

a) must provide any proprietary cables for powering camera or for computer acquisition of data from the camera

5) Electrical

a) must be delivered with standard electrical port for powering

b) must be delivered with standard port for transferring image data from camera to computer

Delivery

Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 180 days after receipt of an order.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

NIST

100 Bureau Drive Building 301, Shipping and Receiving Gaithersburg, MD. 20899-0001

Inspection and Acceptance

The terahertz camera system should be tested by the manufacturer prior to shipping to ensure that it functions properly for imaging terahertz radiation and meets our specifications for frequency response and noise equivalent power (NEP). The Government will test, inspect, and accept the equipment onsite within 7 business days of the receipt of the camera system. Upon receipt at NIST, the system will be inspected for damage. If there is no damage, the operation of the terahertz camera system will be tested using terahertz sources, to verify that the system meets our specifications for frequency response and NEP. If there is no damage and the test is passed, NIST will accept the instrument. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance.

Warranty

The contractor shall warrant the equipment for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4

Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

100% after delivery and acceptance by the TPOC.
