About this opportunity
The 184 Wing of the Department of the Army National Guard seeks a tactical, multiband small unmanned aerial system engineered for operation in GPS-denied and highly contested environments, with proposals due July 20 at 9:00 AM CDT. This procurement is a 100% small business set-aside with a 1,500-employee size standard, foreclosing competition outside that pool.
Place of performance is Building 42, 57330 Mustang Drive, McConnell Air Force Base, Kansas 67221. Delivery is required 60 days from award. The system must be NDAA-compliant with approximately 40 minutes of flight time (35 minutes hover capability), maximum speed of 45 mph, hand-launch deployment in under 40 seconds, IP54 rating for dust and water resistance, and true 360-degree obstacle avoidance capability. Operating temperature range is −4 to 113 degrees Fahrenheit. The system must feature a modular triple-camera configuration (telephoto, narrow, and radiometric thermal) and radio capability across multiple frequencies from 1.6 GHz to 2.5 GHz. Controller specifications include a minimum 6.6-inch touchscreen with 120Hz refresh rate, 2340x1080 resolution, and 1750 nits peak brightness, paired with at least 9600mAh battery capacity supporting approximately five hours of operation. Not all controller characteristics are required to be met simultaneously.
The solicitation includes seven contract line items: the base sUAS platform (CLIN 0001) and six attachments—night sense with infrared (CLIN 0002), molle pouch (CLIN 0003), speaker/microphone (CLIN 0004), spotlight (CLIN 0005), parachute system (CLIN 0006), and dropper capability (CLIN 0007)—all at one unit each. Award will be made as firm-fixed-price to the lowest responsible offeror meeting technical acceptability, with price and technical factors weighted equally. NAICS 336411, PSC 1550. Quotes must be submitted electronically in MS Office 2013-compatible format and remain valid for 60 days from closing. The solicitation was amended on June 24 to clarify salient characteristics and include RFIs. Contracting officer: Joshua Kingori; contracting specialist: Kevin Smith.
