About this opportunity

The Advanced Research Projects Agency for Health (ARPA-H) is soliciting proposals for the Systematic Targeting of MicroPlastics (STOMP) program, with full proposals due June 22, 2026, and solution summaries due May 6, 2026. ARPA-H anticipates awarding multiple Other Transaction (OT) Agreements; this is an Innovative Solutions Opening with no set-aside.

Place of performance is Washington, DC. Eligible entities include universities, non-profits, small businesses, and large businesses; FFRDCs and federal employees are prohibited as primes or sub-performers. The program is structured as two 30-month phases within a 60-month overall period. No staff salaries may exceed the NIH cap of $228,000.

Technical Area 1 (Measurement) requires development of a best-in-class research-grade microplastics (MNP) quantification methodology for use by Month 9; a novel clinical quantification system capable of measuring MNP levels in less than 15 minutes for under $50 per sample; and a clinical study correlating MNP content in tissues with biofluid levels across at least 100 subjects at three geographically distinct clinical sites. TA1 proposers must address commercialization through a Translation Advisory Board and commercial partnerships by Month 24. Technical Area 2 (Understanding) requires acute and chronic MNP exposure studies in animal models to assess bioaccumulation and health impacts, characterize organ system trafficking mechanisms, determine cellular pathways and toxicity mechanisms, and identify innate removal mechanisms. Technical Area 3 (Removal) is not currently solicited; a separate solicitation will follow Phase 1 completion.

All performers must commit to data sharing across STOMP teams twice annually, attend annual program meetings in Washington, DC, and implement contamination mitigation protocols by Month 1. ARPA-H will provide standardized MNP reference materials with known composition and size distribution. Proposals must include separate budgets for sub-technical areas. The NAICS code is 541714, Research and Development in Biotechnology (except Nanobiotechnology); PSC is AN13. Three amendments have been posted as of June 2, 2026, incorporating technical figure updates and revised cost proposal requirements.
