Instructions
ARPA-H WORKBOOK INSTRUCTIONS
| • These instructions describe how to use this ARPA-H Standard Cost Proposal Workbook when an Other Transaction that will not use a Resource Sharing agreement is contemplated. Proposers shall use a different Workbook for proposals that will contemplate Resource Sharing. These instructions do not replace or supersede the cost proposal instructions given in the solicitation or announcement. |
| • This Workbook is to be used by both a Prime Proposer and its Subproposers. While each Proposer and Subproposer must complete the Workbook for its own organziation, the Prime may submit all Workbooks. Subproposers may submit theirs separately if they so choose. |
| • The instructions that follow apply to the tabs that are colored; the spreadsheets within these tabs are linked together using references and formulas. The non-colored/white tabs, such as Subproposer, Travel, etc. contain stand-alone spreadsheets that provide for expression of cost proposal details as required. Formulas, etc. may be modified within the standalone tab spreadsheets (i.e., subproposer, consultants, travel, materials-supplies, equipment, ODC details, and expenditures by month). You may add tabs and spreadhseets to the Workbook to clarify a proposal. |
| • Note that, in addition to the instructions provided herein, each spreadsheet may have additional guidance and instructions on it. |
| Spreadsheets | |
| All Speadsheets | • DO NOT DELETE tabs, spreadsheets, or rows or columns within spreadsheets in this template. This will damage the structure of the Workbook. If you don't want to see a tab, row, or column, use the Hide function. |
| • Before entering detailed proposal data, Proposers must begin with the "General" tab, where the Proposing- and the Prime organization name(s) (and other data) will be entered. Proposers then complete the "Proposer Constants" tab where a Business Type will be selected. When those are done, the unshaded cells within the tabs entitled" Labor Rates", "Phase # Costs," and "Ph # Task $ "must be filled in, followed by completion of the remaining spreadsheets (the uncolored tabs) that are included in the Workbook, as applicable. |
| • Except for the "Total Amount" Spreadsheet and all Instructions throughout the workbook, unshaded/clear cells are for data entry. Colored/shaded cells indicate references or formulas that should not be changed unless the reference or formula does not match the proposing organization's business rules. If these references/formulas are changed, you must ensure the change does not affect the overall flow of the spreadsheet or workbook. There are notes throughout the Workbook to assist in data input. The "Total Amount" Spreadsheet pulls in data from all of the other spreadsheets and does not require any data input whatsoever. |
| • When asked to select from a pick-list, choose the closest option presented. |
| • If the Proposer needs to add a new line within any spreadsheet, that line must be added to the remaining associated speadsheets and done carefully, ensuring all appropriate formulas carry forward, and are duplicated in all like-spreadsheets. It is often easier to simply add the additional data to another complete Workbook and refer to such in the Cost Proposal write-up. |
| General Tab Spreadsheet | • Complete cells D4, D5, D6, D7, E4, and E5. (The CAGE codes and an accurate ARPA-H solicitation number are helpful.) |
| • The "Summary of Proposed Total Costs" section of the General tab spreadsheet will self-complete as cost data is entered into the "Phase # Costs" spreadsheet(s). |
| Proposer Constants Tab Spreadsheet | • Click on cell B5 of the "Proposer Constants" spreadsheet; a small arrow in the bottom right hand corner of that cell will appear. Click on that arrow and a drop-down list of several organization types will appear. Select the organization type that best describes the Proposer. (If this selection is changed, the "ARPA-H Labor Group" and "ARPA-H Labor Category" will have to be reselected for each person the "Labor Rates" spreadsheet.) If "Small Business" is selected, cells D5 and E5 will activate. Clicking on cell E5 causes a small arrow in the bottom right hand corner of that cell to appear. Click on that arrow, and a drop-down list of numbers appears that is used to identify the number of employees in the Proposing Organization; select the appropriate number. |
| • Proposer Accounting Periods describe the begin/end dates for your organization's accounting periods. Complete cells C14 and C15 through H14 and H15. Do not leave a gap between accounting periods. |
| • Change the Labels in Cells C13-H13 as the Proposer sees fit. These labels will appear on line 6 above the Direct Labor costs FY in each of the "Phase # Costs" spreadsheets. |
| • This Workbook provides Proposers with up to six fiscal years for each phase of their proposal, which is typically more than sufficient for ARPA-H R&D efforts. Proposers should not use all six fiscal years or all Phase Cost spreadsheets if they are not applicable. If Proposers need more fiscal years (or accounting periods), use a second Workbook -- do not attempt to add fiscal years to this Workbook's spreadsheets. |
| Labor Rates Tab Spreadsheet | • This Workbook relies heavily on the data within the "Labor Rates" spreadsheet. This is where labor categories and labor rates that feed through to the cost details of the rest of the Workbook are listed. |
| • Each person assigned to the R&D effort is represented under colums B-E, rows 8-31 of this spreadsheet. (The data within columns F, H, J, L, N, and P will pull through to the spreadsheets within the "Phase # Costs" spreadsheets.) Within each cell (rows 8-31) of Column E, put the full name of each person assigned to this project. In column D, type in the Proposer's labor category for each person identified un Column E. Then, under Column B, click on cell B8 and a small arrow will appear in the bottom right corner. Click on that arrow and select from the list of ARPA-H labor groups that closest match that person's labor category/job title. Do this for each cell within column B through cell B31 for each person in Column E. Repeat the same process for Column C for the ARPA-H labor categories. (The descriptions of ARPA-H labor categories are in Cells C39-C48.) |
| • Next, complete Cells F8-F31 (as applicable) and provide the burdened labor rate for each person, and then only the escalation rates thereafter in columns G, I, K, M, and O. ("Burdened labor rate" means the base rate plus applicable labor overheads and fringe only. It does not include the addition of other indirect costs (FCCM, G&A) or fee/profit. Do not add other indirect costs or profit/fee to the labor rates in this section; they are accounted for elsewhere. The spreadsheet will do all of the calculations; all of the burdened rates will pull through to the "Phase # Costs" spreadsheets. The only labor-related data that will need to be entered into the "Phase # Costs" spreadsheets are the number of hours for each person for each of the fiscal years that apply in each Phase. |
| • When the Proposer's organization doesn't normally operate on an hourly rate basis (e.g., annual salary data), insert a formula in each Cell from F8 to F31 that divides the appropriate basis by the appropriate number of Full Time Equivalent (FTE) labor hours (for example: = [annual salary]/1,920, or 1,840); etc. (1,920 allows for 10 federal holidays and 80 hours of leave; 1,840 allows for the holidays and 4 weeks of leave).) This formula will derive the hourly rate needed. It only needs to be done once, in the base year's labor rate fields. |
| • If more lines for personnel are needed than the 24 provided, see the instructions below to add more lines to the "Labor Rates"sheet and the "Phase # Costs" sheets. |
| Phase # Cost Tabs Spreadsheets | • Do not change the labor categories or names of personnel on the "Phase # Costs" spreadsheets. All of those changes must be done on the "Labor Rates" spreadsheet. If profit/fee is included within your proposal, enter this amount in the "Phase # Costs" spreadsheet as applicable. If profit/fee is not included in the spreadsheet, ARPA-H assumes the proposal does not include profit/fee. |
| • The labor categories and personnel names that appear in columns A, B, and C of each "Phase # Costs" spreadsheet come from columns D and E of the "Labor Rates" spreadsheet. All "Phase # Costs" spreadsheets should have the same personnel listed in Rows 8-31. For example, if you have a particular person who will only be involved during Phase 2, that person's name should be listed on all "Phase # Costs" spreadsheets, but will have hours and associated costs showing only within the "Phase 2 Costs" spreadsheet. |
| • Proposers may add additional specific cost categories (Subproposer, ODC types, etc.) as needed but must ensure those new cost categories track to the "Total Amount" spreadsheet. Add more rows as necessary, but ensure that all formulas carry forward. |
| ADDING ROWS |
| • This spreadsheet is designed to handle the addition of rows only; not the addition or removal of columns. Use the Hide function to hide rows or columns that are not needed. |
| • When adding rows to a spreadsheet, it must be done consistently for all related sheets. In the event more than the 24 rows provided for labor categories is needed, it is best to simply add those personnel and their associated data and costs to a new Workbook. If, however, you want to add people to the "Phase # Costs" sheets, you must begin with the "Labor Rates" sheet, where you will click on any of the rows between 8 and 31, insert the number of lines needed, copy the formulas from the row above the added line(s), paste them into the new row(s), and add the requested data. You must do the same for each of the "Phase # Costs" sheets and the "Total Amount" spreadsheet. If done correctly, all of the data within the "Labor Rates" sheet will be automatically pulled in to the "Phase # Costs" sheets, which will then transfer to the "Total Amount" sheet. |

| GENERAL INFORMATION |
| The information acquired by this Workbook will assist government personnel in performing their review and evaluation of the cost proposals submitted by Proposers, and will assist with negotiations should they take place. Providing adequate supporting data and attachments, and establishing reasonableness of proposed costs, is solely the responsibility of Proposers; therefore, it is in each Proposer’s best interest to submit a fully supportable and well-prepared cost proposal, to include the basis of and rationale for all proposed costs, so the information provided can be relied upon as being current, complete, and accurate. |
| In addition to providing detailed cost summaries by Phase, each Proposer must provide a breakdown of costs by the Tasks identified in the statement of work. The "Ph # Task $" tabs provide the spreadsheets (sheets) needed to capture this data. The sum of all costs for each Task sheet (Cells M59 and N58 of each Ph # Task $" sheet) must equal the total cost summary identified in yellow (Cell O61), which is being pulled from Cell AD79 of that Phase's "Phase # Costs" sheet. |
| Any Phase that is not priced will not be included in any resulting award. |
| • Enter the proposed cost detail in the "Phase # Costs" sheets for each Phase that applies to your proposal. The tab entitled "Total Amount" will automatically calculate from the figures entered into the "Phase" sheets. |
| • Before entering data in any "Phase # Costs" sheet, the non-highlighted/white fields on the "General", "Proposer Constants", and "Labor Rates" sheets must be completed. A business type on the "Proposer Constants" sheet must be selected before "Labor Groups" and "Labor Categories" can be selected in "Labor Rates" sheet. |
| • Proposers may add additional specific cost categories (Subproposers, ODC types, etc.) as needed but must ensure those new cost categories track to the "Total Amount" sheet. See the Instructions tab for details. |
| • Unshaded/White cells are for data entry. Highlighted cells indicate references or formulas that should not be changed unless the formula does not match the Proposer's business rules. If these formulas are changed, the Proposer must ensure the change does not affect the overall flow of the Workbook. |
| • Ensure all costs from other sheets are correct. |
| • If a row, column, or sheet in this Workbook is not needed for your proposal, either ignore it or hide it; do not delete it. |

Instructions: • If the rates have been approved/negotiated by a government agency, provide a copy of the memorandum/agreement (FPRA/FPRR).
• If the rates have not been approved/negotiated, provide sufficient detail to enable a determination of allowability, allocability and reasonableness of the allocation bases and how the rates are calculated. This information can be provided in your cost volume or add another worksheet tab in this spreadsheet to show calculations.
• If composite rates are used, provide the calculations used in deriving the composite rates in your cost volume or add another worksheet tab in this spreadsheet to show calculations.
• If an FPRA is not available, provide back-up documentation for labor rates (e.g., current payroll records)
| Note 1: | You must have set the Organization's "Business Type" on the Proposer Constants worksheet to populate the list of ARPA-H Labor Categories |
| Note 2: | Each proposed Proposer Labor Category must be associated with an ARPA-H Labor Category (columns B and C above). Choose the best fit using the descriptions below. Proposer's should then place their own labor category title and name of proposed personnel as they normally would (columns D and E above). |
| Labor Category Level | Description |
| Junior | Entry-level/Junior |
| Mid | Mid-level/Journeyman |
