Service providers must demonstrate broad technical expertise in psychometrics, programming, database management, research design, data analysis, assessment development, aviation psychology, and software and systems engineering, with specialized positions requiring credentials such as a PhD in Psychometrics with five or more years of experience. Performance will be evaluated against seven service standards including network development, research planning, personnel qualification, test processing accuracy, and timely deliverable completion, with contractors required to maintain a stable workforce with no more than 20% annual turnover and fill vacancies within 15 working days. The deadline for submitting responses to the Contractor Capability Survey is 4:00 PM Central Daylight Time on April 10, 2026, directed to Contract Specialist Melissa Gonzalez at melissa.gonzalez.6@us.af.mil.

No incumbent contractor has been identified in the pre-solicitation materials. The Government is contemplating an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure with a five-year ordering period, though specific award values or budget ranges are not disclosed in this pre-solicitation notice. The contractor will be required to provide 21 enumerated deliverables including project management plans, quality control plans, briefings, research papers, and continuity documentation, with work performed primarily at the contractor's facility supplemented by periodic travel to Joint Base San Antonio-Randolph and other Air Force locations. Interested firms must be registered in the System for Award Management (SAM) to be eligible for payment, and this request for information is for acquisition planning and market research purposes only and does not constitute a commitment to issue a formal solicitation or award a contract.
