About this opportunity

The U.S. Fish and Wildlife Service has published a Notice of Intent to Award a Sole Source Contract to Innovasea Marine Systems, Inc., a Canadian firm located in Bedford, Nova Scotia. This special notice, posted on February 25, 2026, announces the Fish and Wildlife Service's intention to procure 350 acoustic telemetry tags with predation sensors under sole source authority per FAR subpart 13.106-1(b)(1)(i) and (ii). The procurement is classified under NAICS code 334290 (Other Communications Equipment Manufacturing) and PSC code 5820 (Radio and Television Communication Equipment, Except Airborne). The contract is valued at $269,302.00 and represents a non-competitive award based on the proprietary nature of the required equipment and existing compatibility constraints with Fish and Wildlife Service deployments.

The objective of this procurement is to acquire acoustic telemetry tags operating on a 69 kHz frequency to monitor survival, movement, and predation of stocked fish throughout the Great Lakes region, along with consumable hardware for receiver deployment and recovery. The Fish and Wildlife Service has designated April 1st, April 20th, and May 1st as delivery dates for the tags based on the requesting offices' schedules. The statement of capabilities submission deadline is March 4, 2026, and interested parties may submit written documentation demonstrating clear and convincing evidence that competition would be advantageous to the government. While this notice does not constitute a formal solicitation, any party believing they can meet the requirements may respond, though the sole source justification emphasizes that the proprietary Innovasea system is the only viable option due to compatibility with already-deployed field equipment throughout the Great Lakes.
