About this opportunity

The Indian Health Service (IHS) is conducting a market research survey to identify potential contractors capable of providing electrical controls training for engineers and technicians. The agency seeks comprehensive training services covering electrical control systems for various healthcare and environmental facilities, with course offerings ranging from one-hour virtual sessions to five-day in-person classes. Interested businesses must submit a detailed Statement of Capabilities (SOC) demonstrating their ability to manage services, including past contract performance, employee skills, and relevant experience. Contractors must have instructors with a minimum of 5 years of control systems experience and 3 years of training expertise. Responses to the sources sought notice are due by February 13, 2025, at 12:00 PM Mountain Time, and must be submitted to Stephanie Begay via email, with companies required to be registered in the System for Award Management (SAM) and the Invoice Processing Platform (IPP).

The procurement is designated as a potential 100% set-aside for Small Business Indian Firms or small businesses, with specific interest in veteran-owned, service-disabled veteran-owned, and women-owned business categories. While no specific contract value is mentioned, the training program allows for up to three training sessions annually, with class sizes ranging from 30 students for multi-day courses to 250 for virtual short courses. The training will cover critical electrical control topics including basic electrical concepts, control panel components, variable frequency drives, PLCs, SCADA systems, troubleshooting, and National Electric Code principles. All custom training materials developed under the contract will become IHS property, and the contractor must provide all necessary training materials, equipment, and documentation. The solicitation is currently in the market research phase, with a full solicitation expected to be published on SAM.gov at a later date.
