BPA Statement of Work
Training: Electrical Controls for Engineers and Technicians
1. General Information
1.1 Background
The Environmental Health Support Center (EHSC) serves as the national coordinator of IHS based training for OEHE. In addition, this office also serves as the national liaison for training activities with all twelve Indian Health Service Areas and other governmental, public and private institutions.
Authority for this justification is mandated under 41.USC.253(c)(1) as implemented by FAR 6.100
OEHE (1) serves as the primary source of technical and policy advice for IHS Headquarters and Area offices, tribal, and urban public health programs on the full scope of health care facilities, sanitation facilities construction (SFC) and management, environmental health, environmental engineering, clinical engineering, and realty services management; (2) develops objectives, priorities, standards, and methodologies for the conduct and evaluation of environmental health, environmental engineering, and facilities engineering and management activities; and (3) provides leadership, consultation, and staff development to assure functional, safe, and well-maintained health care facilities, a comprehensive environmental health program, and the availability of water, sewer, and solid waste facilities for Indian homes and communities.
In the course of their duties, engineering and technician staff employed by The Indian Health Service (IHS) regularly engage in designing (from the operational perspective), specifying, inspecting, and troubleshooting electrical control panels and SCADA systems for water, wastewater, and solid waste facilities and for healthcare facilities. Panel complexities range from simplex pump panels with plug and play components with relay controls to complex treatment systems with PLCs. Facilities may include, but are not limited to:
- Wastewater lift stations (duplex pump systems)
- Wells
- Booster stations (multiple pumps)
- Water or wastewater treatment plants/systems
- Control valves
- Chemical feed stations
- Health clinics
- Hospitals
The majority of IHS staff are responsible for specifying control and SCADA panels, reviewing submittals, inspection, and verifying proper system operations (through observation and review of records) at startup. Very few are authorized to build or make any repairs or modifications to control panels.
1.2 Scope
The Contractor shall be able to provide competency based interactive off-the-shelf trainings and develop/execute custom electrical controls courses for engineers (design engineers, project managers, and technicians). Additionally, courses shall
• incorporate typical IHS electrical controls as the foundation for the course
• use IHS panel examples for exercises and discussions where possible.
o In addition to IHS examples, Vendor may provide ideal updated control panel configurations for exercises and discussions based on typical IHS control panel needs
• refer to/be based on current electrical codes, electrical and control standards, and best practices.
• use training equipment and technology including, but not limited to, o training panels for hands-on interactive exercises;
o virtual facility tours (or actual facility tours where available);
o demonstrations to illustrate key concepts; and/or o control panel components that attendees can interact with
Custom courses may range from one-hour (virtual short topic trainings) to five days in length (in-person or virtual) and shall be presented by the Contractor at 1) IHS-provided facility, 2) contractor-provided facility, or 3) on-line.
Training topics may include, but are not limited to:
Basic electrical concepts: Difference between single phase and three phase power and when each are appropriate to use, when to use 120 vs 208/240 vs 480 Volt systems, and general code requirements (e.g., cable bury depths, how to make a system explosion resistant, clear space requirements)
Electrical and controls basics: Basic design and specifications, code requirements, reading process and instrumentation diagrams (P&IDs), integration of primary transmitters (flow meters, pressure sensors, pressure switches, level control instrumentation), control loops
Control panel overview: typical components and purpose, design considerations, labeling and wiring best practices
Variable frequency drives: purpose, settings, control integration, and design considerations Programmable logic controllers: purpose, settings, and design considerations SCADA: purpose, proprietary vs non-proprietary, design considerations, integration with controls, communications/telemetry, reporting Reading electrical control schematics and diagrams Motors: designing for efficiency factors, locked rotor amps, full load amps, wire sizing, and breaker sizing Generators: sizing, types, and controls Basic troubleshooting techniques for non-electricians Intermediate troubleshooting techniques Ladder logic programming Electrical safety Facility startup process and checks NFPA 70, National Electric Code as it applies to water, wastewater, solid waste, and healthcare facility electrical control systems.
Target Audience
The target audience will consist of water, wastewater, solid waste, and facility engineers and technicians with variable experience levels and backgrounds (including staff where English is a second language). The majority of staff come from either a civil or environmental engineering background or work as an engineering technician inspecting water and wastewater facilities. There are a small number of staff that have previous water/wastewater operations experience as certified operators of community systems.
Class Sizes
Unless otherwise specified in the BPA Call scope of work:
In-person and virtual multi-day courses shall be presented for up to 30 students per session unless otherwise agreed upon by both the Contractor and the COR.

Asynchronous (aka on-demand trainings) shall be made available for up to 100 IHS and tribal engineer/technician/operator staff.
1.3 Objectives
The majority of our staff will not be designing or wiring panels. They will be identifying required panel purpose/functionality, specifying requirements, inspecting construction and start-up, and providing technical assistance for water, wastewater, solid waste. A smaller subset of staff will be supporting healthcare facilities.
The primary objective of the proposed requirement is to provide staff with basic knowledge of electrical controls as it applies to water/wastewater/solid waste system design, submittal review, inspection, and some minor technical assistance supporting water, wastewater, solid waste, and clinical facilities using competency-based training (e.g., content to focus on what participants need to be successful in their assignments rather than theory-based knowledge for knowledge’s sake. There is no intention to make our staff electrical engineers nor control designers)
The secondary objective is to provide intermediate/advanced training to a small subset of staff that will be working more directly with building and/or modifying control panels. This can include a deeper dive into electrical theory.
Trainings shall focus on typical tribal utility control panels configurations and include actual IHS tribal systems in exercises and discussions. Electrical theory that is not used to perform typical IHS work should not be included in the training materials unless requested or authorized by the project manager or COR.
