About this opportunity

The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center, is seeking sources for the SICPS Weapon System Installation Kit (MK-3035/VRC, NSN 5895015428256), which comprises manufactured and commercial off-the-shelf components including mounting brackets, cables, and hardware used to install Near Term Digital Radio equipment into military command post systems mounted on HMMWV vehicles. Prospective contractors must demonstrate manufacturing and sourcing capabilities across multiple production volume ranges (up to ten units, ten to fifty units, and fifty to one hundred units) and provide detailed information regarding their approach to procuring electronic and mechanical components, quality assurance procedures, supply chain management, and obsolescence mitigation strategies. The government will evaluate contractor past performance on the subject kit or similar form/fit/function products within the last five years, capability to meet DoD delivery schedules, experience with export-controlled technical data handling, and ability to manage product complexity comparable to the subject kit. Contractors must complete a comprehensive Contractor Questionnaire, provide company background and CAGE/DUNS information, and identify any problematic components to source or manufacture. The response deadline for this Sources Sought Announcement is May 22, 2026, and interested companies must submit requests for the Technical Data Package (TDP) within seven days of the posting date (by April 30, 2026) to DLA.Aberdeen.SourcesSought@dla.mil.

This procurement carries no set-aside designation and does not identify any current contractors or incumbents. No specific award value or budget range is disclosed in the announcement. Contractors without a waiver will be required to complete a Government Acceptance of Delivery process, though waivers may be granted for sources that have provided this kit or a similar form/fit/function kit to the government within the last five years. Access to the Technical Data Package is conditional and restricted to companies maintaining active status in the Defense Logistics Agency Joint Certification Program, holding a current DD2345 JCP certification, and possessing an active CAGE code in the System for Award Management; all recipients must execute a Non-Disclosure Agreement and comply with ITAR restrictions prohibiting disclosure to non-U.S. persons or transfer outside the United States. The TDP will be delivered via the DoD SAFE system with access credentials provided by email upon verification of the contractor's qualifications.
