About this opportunity
The United States Department of Agriculture (USDA), specifically the Animal Plant Health Inspection Service (APHIS), is conducting market research to identify small business sources capable of providing preventive maintenance services for nine Sorvall centrifuges at the National Bio and Agro-defense Facility (NBAF) in Manhattan, Kansas. This pre-solicitation notice seeks interested small businesses to demonstrate their capability to perform specialized maintenance on five Sorvall LYNX 6000, two Sorvall RC4, and two Sorvall BIOS 16 centrifuges. Interested vendors must submit a comprehensive response including their small business details, UEI number, evidence of small business status, a two-page Statement of Capability, and manufacturer authorization documentation. The primary evaluation criteria will focus on the vendor's ability to meet the specialized maintenance requirements outlined in the Statement of Work, including ISO 9001 or 17025 certifications and capability to work in a BSL-2 containment facility. Responses are due by February 11, 2025, at 12:00 PM EST, with submissions to be emailed to Contracting Officer Connor Tees.
The procurement is currently not set aside for any specific small business designation, though the market research aims to determine if the contract can be competed among small businesses. The North American Industry Classification System (NAICS) code for this opportunity is 811210 (Electronic and Precision Equipment Repair and Maintenance), with a small business size standard of $34.0 million. The maintenance services required include unlimited engineer labor, travel, factory-certified replacement parts, and a two-day response time for corrective maintenance, along with one scheduled preventative maintenance visit per year. Contractors must provide priority access to OEM-trained technical support, online service knowledge base access, and potential loaner instruments during repairs. The work environment requires strict security protocols, including background checks, security clearances, and constant escort for contractor personnel within the facility. While no specific award value is mentioned, the comprehensive maintenance requirements suggest a significant and potentially multi-year service contract for these critical laboratory instruments.
