About this opportunity
The Department of the Air Force Global Strike Command seeks Brand Name Snap-on Professional-Grade Mechanic's Tool Kits with tools for Aerospace Ground Equipment (AGE) maintenance, with quotes due August 17, 2026 at 10:00 a.m. CDT and questions due August 11, 2026 at 10:00 a.m. CDT. This is a Total Small Business set-aside using simplified acquisition (RFO Part 12) procedures with a Firm-Fixed Price contract.
Place of performance is Dyess Air Force Base, Abilene, Texas (delivery to 925 Ave E-1, Building 520, Dyess AFB, TX 79605). The requirement comprises two CLINs: CLIN 0001 specifies 13 units of Snap-on Professional-Grade Mechanic's Tool Kits (P/N KRA4107FWGE), and CLIN 0002 specifies four units of tool kits (P/N KRA5311FPBO). All items must be delivered within 30 calendar days from award.
Each kit requires a rolling tool chest with heavy-gauge steel construction, minimum seven drawers with ball-bearing slides and drawer locking mechanisms, and multi-layered custom foam inserts in contrasting colors (black top layer, yellow bottom layer) for Foreign Object Debris (FOD) control and visual tool identification. All hand tools must be laser-etched with unique identifiers for accountability and tracking per Air Force standards. Tools must be industrial-grade alloy steel capable of high-torque applications and corrosion resistance, with comprehensive drive sizes (1/4", 3/8", 1/2") in both SAE and Metric measurement types. CLIN 0001 contains 209 line items across 13 kits; CLIN 0002 tool specifications are detailed in attached documentation.
An exception to the SBA Nonmanufacturer Rule applies under RFO 19.104-3(e)(1), permitting small-business resellers to furnish brand-name Snap-on products without waiver. Subsidiary brands including Blue-Point and ATI products are authorized. Three line items originate from non-designated countries (Vietnam and China) but are confirmed Snap-on subsidiaries; the Government will apply DFARS 252.225-7001 (Buy American) rather than Trade Agreements clauses due to small-business set-aside status. Evaluation is lowest price technically acceptable. NAICS 332216; PSC 5120.
