About this opportunity

The Department of the Navy Naval Sea Systems Command is procuring a complete Vicon System for motion capture and tracking technology, consisting of six Vicon Vero v2.2 2.2 Megapixel optical cameras operating at 330 FPS, associated camera cables, calibration equipment, Vicon Tracker 4.0 software, installation services, and supporting hardware. This procurement is being conducted as a simplified acquisition under a brand name justification, with the government emphasizing that Vicon is the only brand capable of meeting the critical requirement for submillimeter tracking accuracy exceeding 0.02mm precision needed for underwater object self-localization improvements. Award will be based on best value to the government considering price, delivery, quality, and past performance, with quotes evaluated for completeness and the contractor's ability to meet delivery and installation requirements. Prospective offerors must submit quotes by email to kaitlin.h.summerville.civ@us.navy.mil on or before Friday, October 31, 2025, at 11:00 AM Central Time, and must provide cage codes, lead times, and indicate ability to invoice through Wide Area Workflow (WAWF). The government will not accept late submissions, making strict adherence to the deadline essential for participation in this opportunity.

This solicitation is designated as a Total Small Business Set Aside, restricting competition to qualified small businesses only. The procurement includes one line item for the complete Vicon System with a quantity of one, encompassing 12 months of system warranty, one day of on-site installation and training, and two sets of 14mm hard markers. Performance will take place at Naval Support Activity Panama City, Florida (PC BEACH, FL 32407), with contractor access to government facilities authorized from 0600 to 1800 hours Monday through Friday, excluding federal holidays. Contractors must be prepared to handle Controlled Unclassified Information with appropriate security safeguards and comply with all applicable federal acquisition regulations, including cybersecurity, telecommunications equipment restrictions, and labor standards clauses. The Statement of Work confirms that the government will have all necessary wall mounts or rail mounts installed prior to contractor arrival, allowing the contractor to focus exclusively on system setup and personnel training.
