About this file
This is a Brand Name Justification document for the Naval Surface Warfare Center Panama City Division (NSWC PCD) to procure a Vicon System. The system consists of 6 Vicon Vero 2.2 Megapixel optical cameras (330 FPS), 6 camera cables, 1 Active Calibration Wand, Vicon Tracker 4.0 software, a 12-month system warranty, on-site installation and training, a 16-port POE switch, and 2 sets of hard markers. The acquisition will use simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.
The justification emphasizes that Vicon is the only brand meeting the project's critical requirements, specifically a submillimeter tracking accuracy of >0.02mm needed to improve self-localization of an underwater object using an IMU and magnetometer. The Contracting Officer determined this represents the best value, with no significant improvement expected through competition. The project aims to detect and measure orientation offsets of test objects with precision, and alternative brands would not meet the accuracy requirement, potentially causing project failure.

This acquisition will be conducted using simplified acquisition procedures. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the system listed in Paragraph 3 of this document. The requiring project aims to improve the self-localization of an underwater object using a IMU and a magnetometer by providing a more precise and accurate calibration of these sensors relative to each other to reduce/eliminate errors due to misalignment. The success of the project depends on the ability to detect and measure offsets in orientation of our test objects with a system for tracking motion/orientation based on optical sensors (cameras) with submillimeter accuracy and precision to perform such calibration. Only the Viacon has a demonstrated accuracy of >0.02mm. If another brand were to be selected, their product would not meet this accuracy requirement and would prevent us from detecting and/or measuring offsets in orientation of our test objects which in turn would result in project failure of accomplishing its goal. As such, the government does not expect significant improvement in accuracy or savings through competition and it is advantageous to the government to award on a brand name basis for the Vicon item(s) listed in Paragraph 3 of this document.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Vicon is the only brand that can meet the Government’s needs.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Vicon is the only brand that can meet this requirement.
