About this opportunity
This solicitation seeks quotes to remove the existing pool slide, tower, and stairs at Moody Air Force Base and install a new slide, stairs, tower with canopy, pool pump, motor, and any required electrical upgrades. The Department of the Air Force Air Combat Command is procuring these goods and services. Quotes are due by September 9, 2021 and must include a statement of work, drawings, and anticipated period of performance. Quotes will be evaluated based on price and technical acceptability as defined in the attached statement of objectives and specifications. A mandatory site visit will be held on September 1, 2021.
This requirement has a 100% small business set-aside designation with a NAICS code of 238990 for all other specialty trade contractors. The place of performance is the pool at Moody Air Force Base in Georgia. Quotes must provide for completion of the work by April 15, 2022. Evaluation will be based on price and technical acceptability to standards outlined in the solicitation.

**This update is to provide additional time to submit proposals due to technical issues that occurred when submitting proposals via email. Please note - per item 4 in this solicitation - all submissions must have drawings and a Statement of Work included. As a reminder, the Statement of Work should include information such as (but not limited to) work area decription, power and environmental requirements, site readiness/cleanup, project phase breakdown and work to be accomplished during each phase. Any quotes missing this information will not be considered.
The due date for proposals has been extended to 5:00PM on Tuesday, 14 September 2021 (reference item 13 of this solicitation). We have also implemented DoD SAFE to accomodate the larger size of the files being submitted.**
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; submissions are being requested and a written solicitation will not be issued.
“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

The Government may award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. (a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
