About this opportunity
The Department of State Bureau of Diplomatic Security issued a notice establishing revised performance standards for shatter-resistant window film (SRWF) products eligible for installation in Department facilities, with a compliance deadline of December 31, 2026, for products currently on the DS-Approved List of SRWF Products.
Window film manufacturers must demonstrate compliance with three performance requirements to remain on or be added to the approved list: meet SD-STD-03.01 Revision A performance standards; achieve Class A or Class I rating under ASTM E 84 flame test; and demonstrate surface abrasion resistance with haze not exceeding 3.2 percent following 100 turns using 500-gram weights on a CS10F abrasive wheel tested per ASTM D 1044. The new standard replaces previous international specifications including ANSI Z97.1-1984, BS-6206 Class "A," DIN-52-338, and AS2208 Class "A."
Products currently on the approved list must pass the revised testing requirements by December 31, 2026, to maintain approval status. New film products must pass these requirements prior to being added to the list. Testing must be conducted at accredited independent facilities using ASTM F3007 for ball drop impact resistance; test samples consist of 3mm annealed glass measuring 12 by 12 inches with film applied edge to edge, with passing results requiring 4 of 5 tests demonstrating retention characteristics 1, 2, or 3. Manufacturers must provide comprehensive reporting including product details, photographic documentation, measured material thicknesses, video footage, and written documentation of any test deviations. The Department is coordinating with ASTM International to develop SD-STD-03.01 Revision A into an official ASTM standard. Questions should be directed to DS/PSD/RD staff at DSPSPRD@STATE.GOV.
Notice text
SUBJECT Reminder: Due Date of December 31, 2016, for Window Film Manufacturers to Comply with SD-STD-03.01 Revision A Performance Requirements or be Removed from the DS-Approved List of SRWF Products for Department of State Applications
The Department of State has developed a new standard, SD-STD-01.03 Revision A, Performance Standard for Window Film for Department of State Applications.
The Bureau of Diplomatic Security (DS) maintains the DS-Approved List of SRWF Products for Department of State Applications. Only SRWF products included on this list are authorized for installation in Department facilities. New SRWF products that meet the following performance requirements are eligible to be added to that list:
- Performance standards per SD-STD-03.01 Revision A
- Meet class A or Class I under ASTM E 84 flame test.
- Surface Abrasion, in haze not to exceed 3.2 percent following 100 turns, using 500-gram weights on a CS10F abrasive wheel when tested in accordance with ASTM D 1044
Products already on the DS-Approved List of SRWF Products for Department of State Applications will be required to pass the testing requirements outlined above by on December 31th, 2026 to remain on the list. New film products are required to pass these testing requirements to be put on the DS-Approved List.
The SD-STD-03.01 Revision A is currently a Department of State standard; however, we are actively coordinating with ASTM International to have this be developed into an official ASTM standard.
Questions regarding this notification or implementation of SD-STD-01.03 Revision A should be directed to PSD/RD staff at DSPSPRD@STATE.GOV.
