About this opportunity

The Department of the Navy Strategic Systems Programs has awarded contract N6470926P0024 on a sole-source basis to W.W. Gay Fire & Integrated Systems for a Security Monitoring System installation at Naval Submarine Base Kings Bay, on July 21, 2026.

The acquisition comprises hardware installation including card readers, scramble pad keypad, motion sensors, UPS, CCTV, network switch, and two cabinets with Lenel control boards to connect to the existing critical SWFLANT Security Monitoring System. The justification cites only one responsible source: WWGFP has maintained the proprietary Lenel OnGuard Security Application Platform since 1998 and serves as the Value-Added Reseller of Record for the SWFLANT system. The SMS operates on a closed, isolated, STIG-compliant network with proprietary hardware and software not commercially available. WWGFP maintains system licenses, annual support plans, extended equipment warranties, and performs all repairs and upgrades to SMS head-end components. The Government estimates that selecting an alternative contractor unfamiliar with the system would nearly triple costs due to required Information Assurance certifications and technical learning curve. WWGFP's 25+ years of system maintenance experience, intimate knowledge of installation and wiring across multiple buildings, and on-site emergency repair capability support the sole-source determination. No other sources have expressed interest. Place of performance is Kings Bay, Georgia. The Contracting Officer will evaluate pricing for fair and reasonableness in accordance with applicable acquisition regulations.
