About this file
This is a Justification for Other Than Full and Open Competition (J&A) document issued by the Department of the Navy's Strategic Weapons Facility, Atlantic (SWFLANT), located at Kings Bay, Georgia.
The Navy seeks to acquire a new Security Monitoring System (SMS) installation comprising hardware equipment (card readers, samble pad keypad, motion sensors, UPS, CCTV network switch, and Lenel control boards) and associated services to connect to the existing critical SWFLANT SMS at Naval Submarine Base Kings Bay. The acquisition is justified as a sole source procurement because only one contractor—W.W. Gay Fire & Integrated Systems (WWGFP)—is capable of meeting the Government's minimum requirements. WWGFP has maintained the proprietary Lenel OnGuard Security Application Platform since 1998 and serves as the Value-Added Reseller of Record for the SWFLANT Lenel System. The SMS utilizes proprietary hardware and software hosted on a closed, isolated, STIG-compliant network that is not commercially available. WWGFP maintains system licenses, annual support plans, extended equipment warranties, and performs all repairs and upgrades to the SMS head-end components. The justification cites 25+ years of system maintenance experience, intimate knowledge of installation and wiring across multiple buildings, and on-site emergency repair capability as factors supporting sole source award. The Government estimates costs would nearly triple if an alternative contractor unfamiliar with the system were selected due to required Information Assurance certifications and technical learning curve. No other sources have expressed interest in the acquisition, and the Contracting Officer will evaluate pricing for fair and reasonableness in accordance with applicable acquisition regulations.

including proper installation, testing, and programming that ensures continued reliable communications.
Additionally, WWGFP maintains the system licenses, the annual support plan and extended equipment warrantees for the servers, clients and network switches.
6. Market Research Conducted
WWGFP has been working on the SWFLANT SMS since 1998 and has kept up with market changes over the years. They have remained the company to work with because they have adapted and changed with the system as new technologies have advanced the SMS to what it is today. WWGFP has been the security contractor for the last three NAVFAC construction projects awarded that have had an SMS component. Project award dates were 2015, 2019 and 2023. The SMS was overhauled in 2016 and prior to that, a comparison with other systems and companies was made to ensure that Lenel was the best choice going forward. It also proved to be the easiest to maintain an active security posture while going through the transition.
One of the major assets that WWGFP offers the Government is the working knowledge of the SMS and as a result able to perform repairs/upgrades/installation in a timely manner. WWGFP is the prime responsible party for repairs/upgrades to the SMS head-end components. WWGFP currently maintains other systems at Naval Submarine Base Kings Bay, GA thereby providing access to full time on-site personnel for emergency repairs to the SMS. As stated earlier, the SMS utilizes proprietary hardware and software which is not commercially available and it is hosted on a closed, isolated, network system that is STIG compliant.
7. Description of Efforts Made to Solicit Offers from as Many Potential Sources as Practicable
Utilization of other Contractors not knowledgeable of the overall system’s configuration as it presently exist produces a risk factor that could conceivably induce damage or extended down time to the system, impacting security and D5 missile production. Such risks cannot be accepted due to the operational schedule and the command’s vital national security mission. Utilizing other contractors that are not familiar with the SMS significantly increases the administrative and technical oversight of the system, thereby significantly increasing cost for repairs/upgrades. WWGFP has maintained the SMS for over 25 years and has an intimate knowledge of the installation and wiring in each building that is a part of the system. Costs associated with the time required to be knowledgeable and fully understand all the intricacies of the SMS and to obtain Information Assurance (IA) certifications needed for administrative privileges to work on the system, would be significant. It is expected that the costs involved with selecting a different contractor to meet the requirements for SMS and perform the scope of work would almost triple the estimate. Due to these concerns and the issue of a proprietary system, other options were rejected.
8. Fair and Reasonable Determination
All quotations or offers will be evaluated in accordance with RFO 12.204 and award will not be made unless the Contracting Officer can find the price fair and reasonable.
