Added: May 24, 2018 4:21 pm This amendment should be noted on the SF 1442 in Block 19 as number 004 issued on 5/24/2018.

The purpose of this amendment is to further clarify project specifications and amend the bid sheet for the Road 43 task order. When the bid sheet for amendment 003 was issued to reflect changes to Road 43 at MP3.292, it inadvertently reverted back a portion of the changes at MP 6.157 that were contained in amendment 002. These are reflected in the attached bid schedule and specifications (estimated quantities) correction.

Additionally, the following is provided in response to a question received: there is NO
separate line item for excavation. The removal of the current structure (pay item 20305) is the only excavation required at this location.

All other terms and conditions remain unchanged; the response date has not been extended.

Added: May 23, 2018 1:43 pm AMENDMENT 003 TO THE SOLICITATION HAS BEEN POSTED
This amendment should be noted on the SF 1442 in Block 19 as number 003 issued on 5/23/2018.

The purpose of this amendment is to update the Road 43 task order specifications and bid sheet to reflect that the 60 yards of aggregate (pay item 30113) is split between 25 yards to be placed under the structure and mechanically compacted (pay item 30114 - added), and 35 yards to be used on the approaches (pay item 30113 - revised).

All other terms and conditions remain unchanged; the response date has not been extended.

This amendment:

(1) Includes the sign-up sheets and Q&A from the pre-bid conference and two task order site visits

(2) Provides a revised bid sheet for Road 43 - MP 6.157

(3) Deletes a redundant Section K provision from the solicitation

All other terms and conditions, including the response date, remain unchanged.

This amendment:

(1) Corrects the minimum order guarantee to $2,000 from $2,500

(2) Clarifies the $20 million aggregate ceiling is for each forest, individually, and not in combination of the two.

All other terms and conditions remain unchanged; the response date remains the same.

 The Ouachita and Ozark-St. Francis National Forests have an ongoing requirement to complete various construction projects on forest system roads as detailed in the Solicitation/Request for Proposals.

The solicitation will result in Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) on the basis of technical capability, experience, past performance, and price as best meets the needs of the Government.

These contracts will have a base period, which runs from award through June 30, 2020, and one three-year option period, which if exercised could extend contract performance through June 30, 2023. There is no guarantee that any options will be exercised by the Government.

Individual task orders will be competed among MATOC awardees.

The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The primary North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $36.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service.

All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov.

All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us.

The anticipated date for issuance of the solicitation is May 2, 2018. The actual due date for proposals will be identified on the solicitation.

The Government is planning a pre-bid/pre-proposal conference; it will be held at the Arkansas Procurement Assistance Center, 2301 S. University Ave #110, Little Rock, AR 72204 on May 9, 2018 at 1:00 PM. Although attendance is not mandatory, prospective offerors are highly encouraged to attend.
