AMENDMENT 002 - ROAD CONSTRUCTION MATOC FOR THE OUACHITA AND OZARK-ST. FRANCIS NATIONAL

FORESTS.

The purpose of this amendment is to (1) post the attendance rosters from the pre-bid conference and site visits, (2) post the Q&A from those meetings, and (3) issue a revised bid sheet for the Road 43 task order (MP 6.157). The solicitation has also been updated to delete a redundant Section K Provision from page 38.

All other terms and conditions remain unchanged; the response date has not been extended.

Questions and Answers from pre-bid conference on 5/9/18

• Once you choose your bid range, can you bid on higher projects?

o Yes, you will be offered the opportunity, but there is no “penalty” for not bidding.

• Do we sent in 2 task orders & design build in 1 package?

o There are six documents to submit, preferably as individual attachments, but so long as they are easy to identify and separate that will be sufficient.

o 1) The overall technical proposal o 2-4) The technical proposals for the two seed task orders and the sample design-build o 5-6) The price proposals for the two seed task orders

• Is there a page limit except what you said on the design build?

o No, there is not a defined page limit for the technical proposals.

• There was a question about the number of pages in the solicitation and a possible discrepancy on the page numbering noted on the SF 1442.

o So long as the required information is provided there will not be any attention given to the page number(s) noted on the form. (however, there is no known issue w/ page numbering)

• On the bonding issue, do you allow a bond writer as the Corps of Engineer?

o That would be acceptable so long as it meets the requirements of FAR Part 28.102. The

SBA can provide additional assistance.

• Will we know when an amendment is made other than through FBO?

o No, FBO will be the exclusive source for any and all amendments.

Road 43 Site Visit Questions and Answers

MP 3.292

1) What will we do if we encounter rock before we reach the design elevations?

If bedrock is encountered before reaching the design elevations, contact the COR. The CO may approve a modification adjusting the depth of the slab and/or footers.

2) Can the fish passage slots (detail C on sheet C-504) be constructed in a “wedge” shape?

Yes, if the contractor prefers to construct the slots in a wedge shape, they shall be 3.5” on top, no less than 3” on the bottom, and 3.5” deep.

3) What kind of erosion control is required?

The contractor is responsible for submitting an erosion control plan prior to construction. At a minimum, this plan should include placing straw waddles, silt fence, or wheat straw bales just beyond the construction limits on the downhill side of any excavation. In addition, the contractor will be expected to take any necessary precautions to prevent “muddying” the creek.

4) Will a bypass be required?

It is expected that the contractor maintain traffic flow and minimize road closures through the duration of the contract.

MP 6.157

1) Where is the borrow source?

For purposes of preparing your bid, assume you will have to haul in all borrow from off-site.

1) Will the concrete for the slab need to be tested?

Yes. Concrete testing (slump, air, and cylinder tests) will be required as part of the contractor’s quality control.

Pre-Bid Meeting Boston Mountain Ranger District, Ozark National Forest May 10, 2018

Topics Discussed

• Includes multiple sections of gravel road reconstruction and reconditioning.

• Due to poor surface drainage and non-functioning culvert pipes, this road has suffered rutting and loss of surfacing and base material.

• Work includes hauling and placing Government-furnished borrow material, furnishing, hauling, and placing surface aggregate, cleaning existing culvert inlets and outlets, repairing rock culverts, culvert removal, and installing new corrugated steel culvert pipes.

• Construction stakes are painted in orange and show the station number.

• The beginning and end of each work section is flagged in pink flagging.

• For sections requiring clearing, the clearing limits are flagged in blue flagging. Clearing method is Scattering.

• Historic rock culverts are marked in white paint on nearby trees. Do not disturb historic rock culverts other than making repairs as required in the Plans.

• All aggregate and borrow material volumes are loose volumes.

• Some culvert installation locations and pipe inlets/outlets to be cleaned are not listed in the Bar Chart, but will be flagged on the ground by the Engineer. See the General Project Notes in the Plans for further information.

• The successful bidder will be able to utilize three approved Government borrow pits as necessary to obtain the required borrow material. The available borrow pits are shown on the Vicinity Map on Page 2 of the Plans.

• Marked merchantable timber that is currently within flagged clearing limits and within the flagged boundary of the Perry Curve borrow pit will be removed prior to contract award.

• The Salt Fork Bridge located near the end of the project is load rated. See the posted weight limits on the Vicinity map on Page 2 of the Plans for further information.

• The roadway must remain open to the public during construction with a maximum delay of one hour.

• Bids are due to Jay Tobin (Contracting Officer) by 2 pm on June 04, 2018.

Amendments to the Plans

• For General Project Note #15 on Page 6 of the Plans, “AND CAP ROCK CONSTRUCTION” shall be removed from the Note (Payment for Cap Rock Construction/Replacement is covered under General Project Note #10).

• Add the following to the General Project Notes on Page 6 of the Plans: “22.

CONSTRUCTION OF DRY STACK INLETS AND USE OF ROCK FOR INLET AND OUTLET SLOPE

PROTECTION ON CULVERT PIPE INSTALLATIONS SHALL BE CONSIDERED INCIDENTAL TO

THE RESPECTIVE CULVERT PIPE PAY ITEM (602(04)24 OR 602(04)18).”

• On Page 8 of the Plans, all ditch depths should be 1.5 Feet.
