About this opportunity
The U.S. Coast Guard is soliciting quotations for twenty Restraint Assemblies (Part Number 6V-0072-101, NSN 1980-01-HS2-4877) for use on MH-65 helicopters through Request for Quotation 70Z03825QB0000097. This combined synopsis and solicitation for commercial items is being issued under a sole-source procurement authority, with award anticipated to Oregon Aero, Inc. All parts must demonstrate clear, documented traceability to Oregon Aero, Inc., the Original Equipment Manufacturer, with complete audit trails from OEM-approved sources and Certificates of Conformance required upon delivery. Technical acceptability will be determined on a binary basis—either acceptable or unacceptable—based solely on the offeror's ability to provide items from authorized OEM sources, while award will be made on the basis of fair and reasonable pricing rather than comparative evaluation. The quotation deadline is April 17, 2026, with delivery required by May 25, 2026.
This procurement is not set aside for any particular business category and represents a sole-source award to Oregon Aero, Inc. (CAGE Code 0WY76), located at 34020 Skyway Drive, Scappoose, Oregon. The contract will be issued as a firm-fixed-price purchase order for an initial quantity of twenty units, with an option for the Government to increase the order by up to an additional twenty units (maximum forty total) at the unit price quoted, exercisable within one calendar year of award. Quotations must be submitted on an F.O.B. Destination basis with delivery to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. All offerors must firm their prices for sixty calendar days from the offer receipt date, and the contract incorporates extensive compliance requirements including Buy American provisions, trafficking in persons certifications, prohibitions on covered telecommunications equipment, and FAA airworthiness documentation requirements.
