About this opportunity
The Advanced Research Projects Agency for Health (ARPA-H) seeks proposals for the Restorative & health-Enhancing Sleep Time (REST) program to develop objective, home-based, closed-loop technologies that detect and respond to health-relevant sleep microstructures in real time, with full proposals due October 13, 2026.
Solution Summaries were mandated by August 12, 2026 at 12:00 PM ET and were reviewed on an encourage/discourage basis. Selected proposers are invited to submit full proposals by October 13, 2026, followed by pitch sessions December 7–11, 2026, evaluated on a selected for negotiation/not selected basis. A mandatory Proposers' Day was held July 13, 2026. Awards will be made as Other Transaction (OT) agreements.
The program consists of two solicited Technical Areas. Technical Area 1 (TA1): Measure & Diagnose seeks validated, consumer-grade in-home systems to measure sleep microstructures with clinical fidelity, classify mechanistic subtypes of insomnia, and link sleep profiles to personalized health risks. Technical Area 2 (TA2): Control & Treat seeks noninvasive, closed-loop systems using real-time physiological measurements to personalize and deliver interventions across multiple sleep microstructures to improve sleep quality and treat insomnia. Proposers may submit to either TA independently or submit one integrated proposal addressing both.
The program spans 66 months organized into three phases: Phase 1 (Months 1–24) proves core technical thesis; Phase 2 (Months 25–42) demonstrates proof-of-concept; Phase 3 (Months 43–66) prepares for clinical translation and commercialization. Phase reviews occur at Months 22 and 40 with potential down-selects. TA1 performers must secure approximately 10% industry cost share in Phase 2 and 50% in Phase 3.
TA1 success metrics include objective insomnia diagnostics (AUC 0.80–0.90 across phases), feature-level fidelity to polysomnography (Pearson correlation 0.75–0.85), specificity/sensitivity for poor sleep classification (75–95%), and hardware/software usability (80–90% above 68 on System Usability Scale). TA2 metrics include insomnia response rates (75–90%), remission rates (55–80%), sleep quality-health improvement (65–85%), and chronic disease risk reduction (33–50%).
Eligible performers are commercial entities, academic institutions, and non-profit organizations conducting work in the United States. FFRDCs and government entities are excluded as prime or sub-performers. Active SAM.gov registration and a Unique Entity Identifier are required. The program manager is Nate Mohatt, PhD; inquiries directed to REST@arpa-h.gov. NAICS 541715; PSC AN13.

The Advanced Research Projects Agency for Health (ARPA-H) seeks proposals for the Restorative & health-Enhancing Sleep Time (REST) program, a bold effort to transform how poor sleep is measured and treated by enabling objective, home-based, closed-loop technologies that detect health-relevant sleep microstructures and respond to them in real time. If successful, REST will establish the technical foundation for a new generation of sleep health technologies that are objective, personalized, and capable of improving long-term health outcomes at scale.
6/16: Amendment 1 updates links within the ISO
