NASA has awarded a five-year contract for logistics support services to Alutiiq Commercial Enterprises, LLC. of Anchorage, Alaska. The company will perform the work for NASA's Langley Research Center in Hampton, Virginia.
The scope of the work includes: Comprehensive logistics services covering all aspects of general transportation and delivery, fleet management and vehicle maintenance, stores stock support, property disposal and storage, shipping, receiving and materials management, equipment management, furniture management, recycle program and carpet installation. Warehousing facilities totaling approximately 85,000 square feet in 15 facilities on LaRC are provided on-site to support vehicle maintenance, materials management, equipment management, warehouse operations, and property disposal. This contract consists of a firm fixed-price (FFP) sustaining logistics support services (CLIN X001), a cost-reimbursable (COST) parts and supplies (CLIN X002), and the FFP indefinite delivery/indefinite quantity (IDIQ) (CLIN X003).
The contract value is $9,299,716, excluding IDIQ, over a performance period of March 2017 through February 2022.

This solicitation is a Request for Proposal (RFP) issued pursuant to NASA FAR Supplement (NFS) 1815.201.
1. RFP Section L contains important information for proposal preparation. RFP Section M sets forth the evaluation criteria and method for award.
2. Comments The Government intends to award the contract resulting from this solicitation without discussions. See Section L provision 52.215-1, Instructions to Offerors - Competitive Acquisition (JAN 2004). To facilitate this process, we would like to avoid situations where proposals include substantive exceptions to the proposed contract terms and conditions, which might be unacceptable to the Government and, therefore, preclude award. The resolution of any exceptions to the proposed contract terms and conditions prior to receipt of proposals will aid the Government in its intention to award without discussions and thus streamline the procurement process.
3. The Logistics procurement will be conducted as an 8(a) small business set-aside competition under NAICS code 561210, "Facilities Support Services", Size Standard $38,500,000 or less.
4. A pre-solicitation conference and site visit were held on June 29, 2016. The conference slides and list of attendees have been posted on FedBizOpps.
5. Provision L.5, 1852.215-81, PROPOSAL PREPARATION AND SUBMISSION INSTRUCTIONS, includes specific page limitation and format requirements. PAGES SUBMITTED IN EXCESS OF THE LIMITATIONS SPECIFIED IN THIS PROVISION WILL NOT BE EVALUATED BY THE GOVERNMENT.
6. Questions and comments shall be submitted no later than July 29th, 2016. See provision L.6.
7. Please contact the Contracting Officer or Contract Specialist for badging instructions to gain access to Langley Research Center if hand delivering your proposal.
8. Provisions L.5, L.11, and L.12 contain the proposal due date and delivery requirements. Offerors are reminded to ensure their selected customers know to submit the Past Performance Questionnaires to the larc-lss@mail.nasa.gov inbox by the proposal due date. Provisions L.13, M.2, M.3, and M.4 contain important information on proposal evaluation.

This notice is a Draft Request for Proposal (DRFP) issued pursuant to NASA FAR Supplement (NFS) 1815.201. Please read the below information carefully. The full DRFP package is attached as an Adobe Portfolio Document.
Comments are invited from potential Offerors on all aspects of the DRFP, including the requirements, schedules, proposal instructions, and evaluation approach. This DRFP is not a solicitation and the Government is not requesting proposals in response to this DRFP, does not intend to award a contract on the basis of this DRFP, or to pay for any information received regarding this DRFP. Any final RFP for the requirement covered by this DRFP will include a summary of the disposition of significant DRFP comments.
Comments are requested in response to the DRFP no later than July 07th, 2016, 2:00 PM, Eastern Time. Comments should be sent by e-mail to larc-lss@mail.nasa.gov.

NASA Langley plans to issue a Request for Proposal (RFP) for Logistics Support Services (LSS). This pre-solicitation synopsis is related to the Sources Sought notice, "LaRC-Logistics-Services-2016," which was posted to FBO on 16 December 2015. The NAICS Code and Small Business Size Standard are 561210 and $38.5M, respectively. The anticipated contract type will be a single award Firm Fixed Price contract with an Indefinite Delivery Indefinite Quantity (IDIQ) CLIN with the ability to issue Firm Fixed Price (FFP) task orders. The period of performance is anticipated to be a total of 5 years (1-year base/four 1-year options).
This acquisition will be a 100% Set-Aside for competition among firms certified by the Small Business Administration (SBA) as an 8(a) Small Business ("Competitive 8(a) Set-Aside"). All responsible SBA 8(a) certified small businesses may submit an offer which shall be considered by the agency.
The Langley Logistics Supports Services will include, but not be limited to, services in the areas of:
• General Transportation and Delivery Services
• Personnel Relocation
• Mail Management
• Fleet Management and Vehicle Maintenance
• Shipping Operations

The following acquisition milestones are provided to industry for planning purposes and are subject to change. Updates to acquisition milestones will be posted on FBO. The anticipated release date of the Draft RFP is on or about June 16th, 2016. A pre-solicitation conference will take place at NASA Langley Research Center on or about June 22nd, 2016. A final RFP is scheduled for release on or about July 12th, 2016, with offers due approximately 30 days later.
