This acquisition is a total small business set aside. This Request for Quote Solicitation Number FA461019RA013 will be a Firm-Fixed Price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238210. All other firms are deemed ineligible to submit offers. The small business size standard is $15M. The Contractor shall provide the government with the design, construction, and warranty for the repair of the Replace Fire Alarm Control Panel, Bldg. 8195 on Vandenberg AFB, California. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. FAR Part 13 Simplified Acquisition Procedures will be used for award basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation.
A site visit is scheduled for 8:00 AM Pacific on Tuesday, 25 June 2019, meeting at the Vandenberg AFB Visitor's Center (corner of CA Highway 1 and California Blvd) on Vandenberg AFB, CA. The purpose of the site visit is to view existing conditions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 3:00 PM Pacific on 21 June 2019.

The names of attendees (Attendees will be limited to 2 individuals per company due to limited room capacity)
**For individuals that do not have base access, please specifically identify the need for a base pass and submit each individual name as it appears on driver's license. All required documentation must be submitted for base access approval.**

Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government parties with further information regarding the site visit.
Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP; however, it is highly recommended.
All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 3:00 PM Pacific on 2 July 2018.
Proposals are due by 3:00 PM Pacific on 18 July 2018.

The 30th Contracting Squadron is publicizing this SOURCES SOUGHT NOTICE to gather industry information with respect to Replace Fire Alarm Control Panel, Bldg. 8195 at Vandenberg AFB, CA. No solicitation is being issued at this time. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB), and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result. The Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the Federal Business Opportunities website (https://www.fbo.gov/). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments.
The government is seeking to identify qualified, experienced, and interested small businesses capable of performing the type of work as described herein in order to help determine which small business set-aside to use. The following North American Industry Classification System (NAICS) code applies to this request of information: 238210 (Electrical Contractors and Other Wiring Installation Contractors). The size standard for this NAICS code is $15,000,000.00. The purpose of the project is to replace the fire alarm system in Building 8195 on Vandenberg AFB. See the attached Draft Statement of Work for more details. The estimated magnitude of the project is $100,000 and $250,000. The proposed contract would be a firm-fixed-priced contract. All interested parties are invited to respond and must be currently registered in the System for Award Management (SAM) (http://www.sam.gov/).
The information requested will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.
