18-1001B Repair Fire Alarm, B8195

12 July 2019 Request For Information -Answers

1. Are there any as-built drawings available for the Fire Alarm System? As-Built drawings may be available in the CES Vault for the Vendors/contractors to reference.

2. Please provide the Occupancy Group and Occupancy Load for Building 8195. Building is a “Mixed Occupancy”; occupant load would not be calculated as a whole but individual areas.

3. Will contractor be responsible for moving, storing, or relocating furniture and Equipment? No

4. Will phasing be required during construction? Yes

5. Is Building 8195 a Sprinklered Building? Building has a suppression system.

6. If the Building is not sprinklered and a Fire Watch is required, will the fire watch be provided by the Government? Building is sprinklered. See #5.

7. Are there any known hazardous materials in Building 8195? Are there any survey reports available? Yes, due to the age of the building there is asbestos and lead. If survey reports are needed contractors are asked to directly email the Contract Specialist and they will be provided via AMERDEC.

8. Can the Site Superintendent also act as the QC Manager and Site Safety Health Officer?

One person wearing all three hats? No.

9. Is Fire Alarm MC cable acceptable where not exposed or when above T-Bar ceiling?

Yes.

10. Can the existing fire alarm conduit be reused? Yes, must meet code requirements

11. Is working (4) – 10 hour days acceptable? Yes.

12. Is a FPE stamp required for the Fire Alarm Design? Yes, FPE stamp is required IAW

UFC 3-600-01.

13. During the site visit it was indicated that Security Escorts would be provided by the Government. Please confirm. The Government will provide Security Escorts.

14. Are there any secure areas (SCIF Rooms or Similar) within the Building? Yes. A SCIF room is currently being constructed.

15. If there are any secure areas, are the existing fire alarm circuits/wiring compliant to the secure space requirements or do they need to be updated? While the existing fire alarm sprinkler system may have met the requirement for secure space requirement when it was installed, Alarm Shop and Fire Department both recommend that all existing circuits/wiring be updated to comply with any new or updated security space requirements. UFC 4-010-5 references Fire Alarm and Mass Notification in SCIF’s.

16. If there are any secure areas, will this project require “FOUO” for official use only procedures when handling drawings and submittals? Yes, all of CES’s project submittals and drawings are FOUO.

17. Are there any spaces within the building that have information technology equipment rooms per the national electrical code? Yes. The Boiler Room (#129) is what 30SCS calls their Entrance Facility comm room (their primary room). Since that room is shared with 30CES, 30SCS has also placed equipment in room #118B, which is pretty small.

18. If there are any information technology equipment rooms, what specific fire alarm requirements will be required for those spaces? Based on the answer to #4 and referral to NFPA, Alarm Shop and Fire Department believe there are no specific fire alarm requirements for those spaces.

19. Are there any Record Drawings available in PDF format of the existing FA Panel and associated circuits/wiring? As-Built drawings may be available in the CES Vault for the contractor to reference.

20. Are there any Record Drawings available in AutoCAD format of the existing FA Panel and associated Circuits/Wiring? As-Built drawings may be available in the CES Vault for the contractor to reference.

21. Do any of the rooms need special accommodations or currently have work being performed with-in them.

Yes, the following rooms will require to be coordinated in advance with POC’s and FM, and have current work being performed.

Rooms 113, 115, 117, 119, 127, 129, 131 are used for ICBM Ops Training and cannot be interrupted. Hours for work in/around those rooms would need to accommodate.

Rooms 121-125 & 139 are controlled and used by SPADOC.

Rooms 146 a-d are currently under construction to create another secure area.
