PROJECT TITLE: R17PS00480 Evaporative Cooler Replacement at Yuma, AZ
PURPOSE OF AMENDMENT: The purpose of amendment 00002 to R17PS00480 is to change the time for the receipt of proposals to account for the changes in the amendment, transmit the site visit sign-in sheet, replace one drawing to indicate the construction of the cooler stands and possible further alteration of the duct, and replace the wage determination with the current wage determination.
RECEIPT OF PROPOSALS: The time for receipt of proposals is extended; the time and date are changed from 1400 (hour) local time 08/04/2017 (date) to 1400 (hour) local time 08/10/2017.

AMENDMENT NO. 0001 - AMENDMENT NO. 0001
PURPOSE OF AMENDMENT: The purpose of this amendment is to change the time for the receipt of proposals, schedule a second organized site visit, incorporate into the contract FAR 52.219-14, transmit the site visit sign-in sheet, replace three drawings, and provide
answers to questions.
RECEIPT OF PROPOSALS: The time for receipt of proposals is reduced by three hours; the time is changed from 1700 (hour) local time to 1400 (hour) local time. The time and date for receipt of proposals is 1400 (hour) local time 08/04/2017 (date).

The Bureau of Reclamation (BOR) Yuma Area Office (YAO) has a requirement to replace twelve (12) evaporative coolers ranging in size from approximately 3,800 CFM to 12,000 CFM with stainless steel evaporative coolers. Located within the Yuma Desalting Plant (YDP) 60-acre complex site, specifically at the Water Quality Improvement Center, Chlorine Building and Compressor Building. Ancillary work includes furnishing new support stands for the coolers to sit upon, reworking existing cooler control boxes and installation of new controls within them and replacing associated drain lines and water supply lines. Rework and replacement of ductwork is also included. The work will be around chlorine and sulfuric acid storage areas, and compressor noise. Hard hat, eye and noise protection required.
This solicitation is set aside for Service Disabled Veteran Owned small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 238220 Plumbing, Heating, and Air-Conditioning Contractors, which has a small business size standard of $15 Million. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made using the Lowest Price Technically Acceptable (LPTA) source selection process, where best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. It is expected that the RFP will include technical (non-cost/price) evaluation factors for Technical Capability, Relevant Experience, and Past Performance. Award is expected by August-September 2017. The Government intends to award one (1) firm-fixed-price (FFP) contract as a result of this solicitation, with a required period of performance totaling approximately 180 calendar days after successful Contractor receives notice to proceed. The estimated price range of the construction project is between $250,000.00 and $500,000.00.
Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award. Offerors may register on SAM at https://www.sam.gov/.
A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation.
It is anticipated that the solicitation, in the form of a RFP, will be issued on or about June 26, 2017. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FBO.gov. Offerors should register on FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the FBO website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the FBO website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance.
