SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.01 LOCATION

A. The work is located at the Yuma Desalting Plant located just west of Yuma, Arizona.

The street address is 7301 Calle Agua Salada.

1.02 PRINCIPAL COMPONENTS OF WORK

A. Replace 12 evaporative coolers ranging in size from approximately 3,800 CFM to 12,000 CFM with stainless steel evaporative coolers. Ancillary work includes furnishing new support stands for the coolers to sit upon, reworking existing cooler control boxes and installation of new controls within them and replacing associated drain lines and water supply lines. Rework and replacement of ductwork is also included.

B. The work will be around chlorine and sulfuric acid storage areas, and compressor noise.

Hard hat, eye and noise protection required.

1.03 SPECIFICATIONS REQUIREMENTS

A. Requirements in Division 1, General Requirements, apply to Divisions 2 through 53.

B. Imperative statements in these specifications are Contractor requirements, unless otherwise stated.

C. Where specifications are written in streamlined form, the words “shall be” are included by inference where a colon (:) is used within the sentence or phrase.

1.04 DEFINITIONS

A. When the specifications use a word or term defined in the Federal Acquisition Regulations (FAR), the definition of the word or term shall be in accordance with FAR sections in effect at the time the solicitation was issued.

1.05 ACRONYMS

A. The following acronyms apply to specifications Divisions 1 through 52:

SECTION 01 33 00

SUBMITTALS

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

A. Cost:

1. Include in prices offered in the schedule for other items of work.

1.02 DEFINITIONS

A. Days: Calendar days.

B. Required Submittal Number (RSN): Identifies items to be submitted together as a complete submittal.

C. Submittal Types, as listed in Table 01 33 00A – List of Submittals:

1. A – Action:

a. Government will respond as to adequacy of submittal.

b. Action submittals are considered to be “shop drawings” within the terms of the clause at FAR 52.236-21, Specifications and Drawings for Construction.

2. I – Informational:

a. The Government will acknowledge receipt of Informational submittals.

b. The Government may reject an Informational submittal when the submittal does not comply with the contract. The Contractor shall correct mistakes or deficiencies in rejected Informational submittals and resubmit.

c. Informational submittals are considered to be “shop drawings” within the terms of the clause at FAR 52.236-21, Specifications and Drawings for Construction, except that approval by the Government is not required.

1.03 SUBMITTAL REQUIREMENTS

A. In case of conflict between requirements of this section and requirements included elsewhere in these specifications, requirements included elsewhere take precedence.

B. General:

1. Prepare in English.

2. Label with contract number and title, and RSN.

3. Measurement units: US Customary Units.

C. Drawings:

1. Minimum identification in title block:

a. Contract number and title.

b. Contractor’s or supplier’s title and drawing number.

c. Date.

2. Provide space next to title block for review stamps.

3. Size: D size (22 inches by 34 inches).

4. Draw to scale with neat lettering using drafting equipment or computer drafting equipment.

5. Final drawings:

a. Redline drawings showing changes in red.

b. Original D size (22 inches by 34 inches).

c. Show as-built changes, including revision dates, made during installation.

d. Maintain drawings at the construction site during construction to enable the changes to be made at the same time the change occurs.

D. Product Data:

1. Mark manufacturer's data for commercial products or equipment, such as catalog cut sheets.

a. Identify manufacturer's name, type, model, size, and characteristics.

b. Illustrate that product or equipment meets requirements of specifications.

c. Mark items to be furnished in a manner that will photocopy (no highlighter).

d. Strike through items that do not apply.

E. Certifications:

1. Certifications by a registered professional: Signed and sealed by registered professional.

2. Manufacturer’s certifications: Signed by authorized representative of manufacturer.

F. Manuals:

1. Copies:

a. Printed copies: Bound and indexed.

b. Electronic copies: Adobe pdf on CD-ROM discs.

2. Contents:

a. Parts identification lists, lists of special tools, and accessories.

b. Schematics and wiring diagrams.

c. Detailed instructions for installing, operating, lubricating, and maintaining equipment.

d. As-built drawings, photographs, and test records or reports if required by the specifications.

1.04 SUBMITTALS PROCEDURES

A. Submit only checked submittals. Submittals without evidence of Contractor's approval will be returned for resubmission.

B. Submit complete sets of required materials for each RSN as specified in “Submittals Required” column in Table 01 33 00A - List of Submittals. A complete set includes all listed items for RSNs with multiple parts.

C. Submit number of sets specified in “No. of sets to be sent to:” columns in Table 01 33 00A - List of Submittals.

D. Include the following information in transmittal letters:

1. Contract number and title.

2. RSN for each attached submittal.

3. Responsible code.

4. Number of sets for each RSN.

5. Identify submittal as initial or resubmittal.

E. Resubmittal of submittals not approved:

1. Mark changes such that they are readily identifiable and show revision date.

2. Describe reasons for significant changes in transmittal letter.

3. Resubmit returned submittals within 15 days after receiving the comments, unless otherwise directed.

4. Requirements for initial submittals apply to resubmittals.

F. More than one RSN may be submitted under a transmittal letter, provided the responsible code is the same.

1.05 REVIEW OF SUBMITTALS

A. Time Required:

1. Submittal review will require 14 days for review of each submittal or resubmittal, unless otherwise specified.

2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date.

B. Time in Excess of Specified:

1. The CO may extend the contract completion date to allow additional time for completing work affected by excess review time.

a. The time extension will be to the extent that excess review time caused delay to the contract completion date.

b. The time extension will not exceed the time used in excess of the specified number of days for review of submittals or resubmittals.

c. Concurrent days of excess review time resulting from review of two or more separate submittals or resubmittals will be counted only once in extending the contract completion date.

2. No time extension will be allowed if the Contractor fails to make complete action submittals in sequence and within time periods specified.

3. Adjustment for delay will be made only to the extent that:

a. Approval was required under the contract, and

b. Requests for approval were properly and timely submitted and were approved.

4. Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR 52.242-14, Suspension of Work, however, no such delay shall be deemed to be a “suspension order” as the term is used in that clause.

C. Return of Submittals:

1. Action Submittals: One set of submittals required for action will be returned either approved, approved subject to identified changes, or not approved.

a. Revise and resubmit submittals not approved.

b. Do not change designs without approval of the CO after drawings, documentation, and technical data have been approved.

2. Informational Submittals: The Government will acknowledge Informational submittals.

a. Informational submittals will not be returned when they comply with the specifications.

b. Informational submittals that do not comply with the specifications may be returned for resubmittal or additional information may be requested.

A. 1.04 SUBMITTALS

CLEANING AND WASTE MANAGEMENT

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

1.03 DEFINITIONS

B. RSN 01 74 00-1, Waste production and disposal records.

1. Include certifications that waste was properly disposed.

C. Conform to most stringent requirement in cases of conflict between specifications, regulatory requirements, and RSHS.

1.06 PROJECT CONDITIONS

A. Report waste materials discovered at jobsite to COR.

1. Cease work in areas where waste may be hazardous until waste materials are investigated by the Government.

2. If waste is hazardous, the CO may order delays in time of performance or changes in work, or both.

3. If such delays or changes are ordered, an equitable adjustment will be made in the contract in accordance with applicable clauses of the contract.

3.01 PROGRESS CLEANING

A. Keep work and storage areas free from accumulations of waste materials and rubbish.

3.02 FINAL CLEANUP

A. Remove temporary plant facilities, buildings, concrete footings and slabs, rubbish, unused materials, concrete forms, and other similar materials which are not part of permanent work.

3.03 DISPOSAL

A. Nonhazardous Waste Disposal:

1. Dispose by removal from jobsite.

2. Recycle waste materials whenever possible.

3. Dispose of nonhazardous waste materials that are not recycled at appropriately permitted disposal facilities.

B. Hazardous Waste Disposal:

1. Dispose by removal from jobsite.

2. Recycle hazardous waste whenever possible.

3. Dispose of hazardous waste materials at appropriately permitted treatment or disposal facilities.

4. Transport hazardous waste in accordance with 49 CFR 171-179.

C. Certification: Certify that wastes are disposed of in accordance with Federal, State, and local regulations.

3.04 RECORDS

A. Keep records of types and amounts of waste materials produced and submit on Form LC- 045.

1.03 RECORD DRAWINGS

A. Maintain 1 set of full-size prints of contract drawings marked to show accurate and complete records of as-built conditions. Keep drawings at the jobsite and mark as work progresses.

1. Mark and dimension to show variations between actual construction and that indicated or specified in contract documents.

a. Include buried or concealed construction and utilities.

b. Include existing items, topographic features, and utility lines revealed during construction which differ from those shown on contract drawings.

Body shall be suitable for wrench grip. Faucet spout shall have 3/4 inch exposed hose threads. Faucet handle shall be securely attached to stem.

2.05 PRESSURE REDUCING VALVES (PRV)

A. Sized same as line size, with integral stainless strainer to reduce the pressure to 50 psi.

Lead free cast copper silicon alloy, replaceable seat module, serviceable in line, bypass feature control thermal expansion pressure, high temperature resistant reinforced diaphragm for hot water, stainless steel adjusting and cage screws. See drawings for site specific details.

PART 3 EXECUTION

3.01 INSTALLATION

A. Pipe shall be accurately cut and worked into place without springing or forcing. Piping shall run parallel with the lines of the building. Water lines shall not bear directly against building structural elements so as to transmit sound to the structure or to prevent flexible movement of the lines. Changes in pipe sizes shall be made with reducing

22 00 00 - 3 fittings. Use of bushings will not be permitted except for use in situations in which standard factory fabricated components are furnished to accommodate specific accepted installation practice. Change in direction shall be made with fittings. Allowance shall be made throughout for expansion and contraction of water pipe. Copper to copper joints shall include the use of copper-phosphorus or copper-phosphorus-silver brazing metal without flux. Brazing of dissimilar metals (copper to bronze or brass) shall include the use of flux with either a copper-phosphorus, copper-phosphorus-silver or a silver brazing filler metal.

B. Dissimilar Pipe Materials

1. Connections between ferrous and non-ferrous copper water pipe shall be made with dielectric unions or flange waterways. Dielectric waterways shall have temperature and pressure rating equal to or greater than that specified for the connecting piping. Waterways shall have metal connections on both ends suited to match connecting piping. Dielectric waterways shall be internally lined with an insulator specifically designed to prevent current flow between dissimilar metals. Dielectric flanges shall meet the performance requirements described herein for dielectric waterways. Connecting joints between plastic and metallic pipe shall be made with transition fitting for the specific purpose.

2. Pipe Supports

a. Horizontal pipe supports shall be spaced as specified in MSS SP-69 and a support shall be installed not over 1 foot from the pipe fitting joint at each change in direction of the piping. Pipe supports shall be spaced not over 5 feet apart at valves. Horizontal pipe runs shall include allowances for expansion and contraction.

C. Identification Tags

1. Identification tags made of brass, engraved laminated plastic, or engraved anodized aluminum, indicating service and valve number shall be installed on PRVs. Tags shall be 1-3/8 inch minimum diameter, and marking shall be stamped or engraved. Indentations shall be black, for reading clarity. Tags shall be attached to valves with No. 12 AWG, copper wire, chrome-plated beaded chain, or plastic straps designed for that purpose, indicating pressure setting.

PRV’s identified are factory preset at 50 psi.

Include in the manuals the manufacturer’s name, model number, parts list, list of parts and tools that should be kept in stock by the owner for routine maintenance including the name of the local supplier, simplified wiring and control diagrams, troubleshooting guide, and Service Organization (including address and telephone number) for each item of equipment.

1.04 QUALITY ASSURANCE

PART 2 PRODUCTS

2.01 MATERIAL AND EQUIPMENT

A. Standard Products

1. Provide an evaporative cooling system designed and assembled by a manufacturer regularly engaged in the manufacturing of systems that are of a similar design, workmanship, capacity, and operation. Systems of similar design and capacity shall have been in satisfactory commercial or industrial use for 2 years before bid

23 76 20- 3 opening. The 2 years must be satisfactorily completed by a system which has been sold or is offered for sale on the commercial market through advertisements, manufacturers’ catalogs, or brochures. Systems having less than a 2 year field service record will be acceptable if a certified record of satisfactory field operation, for not less than 6,000 hours exclusive of the manufacturer’s factory tests, can be shown. The system shall be supported by a service organization certified by the system manufacturer.

2. Nameplates

a. All equipment shall have a nameplate that identifies the manufacturer’s name, address, type or style, model or serial number, and catalog number located on an interior door or access panel.

B. Electrical Work

1. Electrical motor-driven equipment shall be provided complete with motor, motor starter, and controls. Integral size motors shall be the premium efficiency type in accordance with NEMA MG1. Motor starters shall be provided complete with thermal overload protection and other appeartances necessary. Each motor shall be according to NEMA MG1 and shall be of sufficient size to drive the equipment at the specified capacity without exceeding the nameplate rating of the motor.

Manual or automatic control and protective or signal devices required for the operation specified, and any control wiring required for controls and devices, but not shown, shall be provided. Motors shall be totally-enclosed, non-ventilated or fan-cooled. Fan section motor shall have a service factor of 115% of nameplate rating.

2. Control Panels

a. Control unit to allow selection of unit operation mode. Control shall include minimum of “ON”, “OFF”, “COOL”, “VENT ONLY” AND “PUMP ONLY” selections and include panel lights to indicate the current active mode of operation.

b. Control Panels in Existing Cabinets

1) Remove existing backer board mounted controls inside the NEMA 12 cabinets and pump and cooler on-off switches on cabinet doors.

A backer board mounted door open lockout, and terminal strip may be reused. New controls shall be mounted on the existing backer board (transformer, timers, magnetic across the line starter, relay to control water distribution, etc.). On-off fan switch, and On-off pump switch along with pilot lights shall be located on the NEMA 12 cabinets door.

c. Control Panels in New Cabinets

1) Mount in a NEMA 12 box with backer board with controls and pilot lights on cabinet door.

3. Fuseable Disconnect

a. A fuseable disconnect shall be mounted in a NEMA 12 box and located on the evaporative cooler.

C. Miscellaneous Material

1. Material shall conform to the following:

a. Stainless Steel, ASTM A 167 and ASTM A176

D. Evaporative Coolers

1. Units shall be a self-contained direct, weather resistant drip, draw through and shall conform to UL 507 and UL 746C. Unit shall be the side blast discharge type unless indicated otherwise on the drawings.

2. Fan Unit

a. Unit shall be the centrifugal type and shall be complete with motor drive equipment, vibration-isolation supports between motor and fan housing.

Water distributor motor shall be synchronized to start and stop with the fan unit. Manual or automatic reset type thermal overload protection shall be provided in the starter or shall be integral with the motor. Motor starters shall be magnetic across-the-line type with weather resistant enclosure. Fan scroll and wheel shall be constructed of galvanized steel, aluminum, stainless steel, or polymeric material with stainless steel, or hot dipped zinc coated steel blade with stainless steel shaft. Bearings shall be sleeve type, self-aligning and self-oiling with oil reservoirs or precision self aligning roller or ball-type with accessible grease fitting or permanently lubricated type. Bearing life shall be L50 and rated at not less than 200,000 hours as defined by ABMA 9 and ABMA 11, serviceable from a single accessible point.

b. Motor mount shall be adjustable to allow for drive belt tension and alignment. Motor sheave shall be adjustable v-groove type sized to provide the specified air.

c. Fan Ratings

1) Evaporative cooler fans shall have air delivery ratings based on AMCA 210 tests by an AMCA approved laboratory.

3. Evaporative Media

a. Media shall be 12” deep GLASdek or equal meeting UL 900, Class II fire rating type with TUFedg or equal protective edge coating. Face velocity shall be approximately 500 feet/min with a media efficiency of approximately 90%.

4. Water Handling Equipment

a. Water handling equipment shall thoroughly wet and continuously flush evaporative surfaces of the media material. The water distribution system shall be designed, to provide equal flow of water directly to the pads.

Internal plumbing shall be PVC schedule 40 sized to meet flow rate demand. A balancing valve shall be provided in the riser pipe between the source and header to regulate water flow over the media. Header pipe shall contain self-cleaning orifice holes sized to assure proper water flow over the media. Water from the header pipe shall be directed upwards against a stainless steel deflector to redirect the water from the header pipe back onto the media, evenly across its full width. A PVC union shall be provided in the riser pipe below the header pipe to allow for removal of the header pipe. The water pump shall be a centrifugal type with capacity and head characteristics for the specified operation of the unit and shall be provided with a low water safety shut-off or able to run dry without damage. 1/30 HP and smaller shall be vertical constructed of CPVC or polypropylene. 1/3 HP & larger pumps shall be bronze pump head with close coupled ODP motor and brass foot valve with heavy duty brass screen. Pump shall have an installed three conductor rubber sheathed flexible cord with the third wire being the grounding conductor. Pump flow rate shall be determined at three times the evaporation rate plus the bleed-off rate. Bleed-off shall be a minimum of 20% of evaporation rate.

Performance and water used data shall be based on 1150 F D/B and 750

W/B and approximately 79.50 F Discharge Temperature at 120 feet above sea level.

5. Water Blowdown Equipment

a. Water shall be periodically dumped approximately every six to 48 hours the equipment is operated. This shall be done by the use of an adjustable mechanical timer or battery-less memory retention with EEPROM to retain values in memory type timer.

6. Water Tanks

a. Water tanks shall be constructed of stainless steel. The tank shall be provided with a means for drainage, a makeup connection, a float-operated valve, an overflow connection and, when required, a recirculating pump suction connection. The tank shall be welded and leak proof without the use of fillers, sealant or coatings. Evaporative media support channel shall extend across the full width of the media and have a minimum of 50% open area. An inhibitor plate shall be provided at the bottom of the media to preclude air bypassing the media. The float valve shall be designed for a working pressure of 125 psi and both valve stems and seat disk shall be constructed of brass or other approved corrosion resistant material.

7. Water Supply and Waste Connections

a. Stainless steel couplers with female pipe thread shall be welded into the sump and side to provide for make-up water, overflow and drain. Size shall be ½” NPT for make-up water, 1” NPT for drain and 1” NPT for overflow. Plumb drain and overflow to drain. Use dielectric separation between different metals.

8. Make-up Water Injection System

a. Direct make-up water over the top of media. Header pipe shall have self-cleaning orifices on 2” centers to discharge the fresh make-up water upwards to impinge on the water deflector and back downwards onto the cooling media. The mechanical float and valve assembly will be used as a quick-fill provision for initially filling the sump. The make-up water shall be controlled by a switching method to activate and de-activate the solenoid based on the sump water level.

9. Cabinets

a. Stainless steel, grade 304 with 2B finish, shall be used in the construction of the cabinets. Outside air inlets shall be protected with bird screens that conform to ASTM E 2016, Type I, Class 1, 1/2 by 1/2 mesh, .063 inch diameter aluminum wire or .031 inch diameter stainless steel wire in stainless steel frames, or aluminum perforated sheet with ¼” holes.

Cabinets shall provide access to all moving parts including fans, pumps, float valves, and to change out fan shaft. Lift off (less than 30 lbs) or hinged access panels shall be provided in the cabinets. The access panels shall be gasketed or formed to preclude air or water leakage into the interior. Cabinets shall be factory assembled by either welded or bolted construction. Cabinets shall be braced and reinforced. The fan section housing shall be airtight and waterproof. The entire housing shall be constructed in one piece and supported by a galvanized “C” channel type undercarriage frame.

b. Face Louver Panel

1) Aluminum alloy 5052, covering the entire open face area of unit.

Attach bird screen to downstream side of louver panel frame.

c. Cabinet Layout

1) Air shall be drawn in and the media shall be mounted on one side of the cabinet. Air intake shall face away from the building being cooled. The blower shall be mounted on the opposite side of the air intake. There shall be one circulation pump. The float valve shall be close to the access panel. Access panels shall be in line with the blower to allow for service of the motor, belt adjustment, bearings and possible shaft replacement.

3.01 EXAMINATION

A. After becoming familiar with all details of the work, verify all dimensions in the field, and advise the Contracting Officer of any discrepancy before performing the work.

3.02 INSTALLATION

A. Install all equipment as shown and in accordance with the manufacturer’s diagrams and recommendations except where otherwise indicated. Connect units to the building’s water supply system. Install a globe or gate valve and union in the water supply line adjacent to each unit. Valves shall not be installed with stems below the horizontal.

3.03 PERFORMANCE TEST

A. After testing, and adjusting, the system shall be tested as a whole to see that all items perform as integral parts of the system and that operation is as specified. Make corrections and adjustments as necessary to produce the conditions indicated or specified.

3.04 CLEANING

A. Equipment shall be wiped clean, with all traces of oil, dust, or dirt removed.

Bolts to be of the size and number recommended by the equipment manufacturer and located by means of suitable templates. Installation of anchor bolts shall not degrade the surrounding concrete.

2.02 DUCT SUPPORTS

A. Exterior duct supports shall be galvanized steel.

2.03 FLEXIBLE CONNECTIONS

A. Fiberglass cloth double coated with chloroprene. Provide galvanized metal sun shield over connection.

2.04 SEISMIC ANCHORAGE

A. Anchor equipment in accordance with applicable seismic criteria for the area and as defined in SMCNA 1650.

2.05 DUCT SYSTEMS

A. Metal Ductwork

1. Provide double wall rectangular metal ductwork construction, including all fitting and components, that complies with SMACNA 1966 unless otherwise specified.

Provide radius type elbows with a centerline radius of 1.5 times the width of the duct where space permits. Otherwise, elbows having a minimum radius equal to the width or diameter of the duct or square elbows with factory fabricated turning vanes are allowed. Provide ductwork the meets the requirements of Seal Class C.

Do not use pressure sensitive tape as a sealant. Ductwork solid inner and outer shell shall be galvanized steel or Galvalum.

B. Duct Insulation Systems

1. Sandwiched between a solid inner and outer shells. Insulate duct with Cellular Glass, ASTM C 552, Type II, and Type III, 1.5” thick.

PART 3 EXECUTION

3.01 FIELD MEASUREMENT

A. After becoming familiar with all details of the work, verify all dimensions in the field, and advise the Contracting Officer of any discrepancy before performing the work.

3.02 INSTALLATION

A. Accomplish installation by workers skilled in this type of work.

B. Metal Ductwork

1. Install in according to SMACNA 1966 unless otherwise indicated. Install duct supports for sheet metal ductwork according to SMACNA 1966, unless otherwise specified. Do not use friction beam clamps indicated in SMACNA 1966. Attach supports only to structural framing members and concrete slabs. Do not anchor supports to metal decking or siding. Where supports are required between structural framing members, provide suitable intermediate metal framing. Where c-clams are used, provide retaining clips.

2. Exposed bolts used in ductwork shall be stainless steel.

3.03 CUTTING AND PATCHING

A. Install work in such a manner and at such time that a minimum of cutting and patching of the building structure is required. Make holes in exposed location by drilling and smooth by sanding.

3.04 CLEANING

A. Before final acceptance, clean mechanical equipment including ducting and fixtures free from dirt, grease, and finger marks. Protect all furniture and equipment from dirt and debris during construction. Incorporate housekeeping for field construction work which leaves all equipment in the affected area free of construction generated dust and debris;

and all floor surfaces vacuum swept clean.

3.05 PENETRATIONS

A. Provide sleeves and prepared openings for duct mains.
