This contract is ARRA funded in base period and BSFIT funded in option periods. This is a firm fixed priced contract for a five (5) year contract period (Base + 4 Options). Total price is estimated. This is a multiple award.

Added: Mar 02, 2010 8:34 am Notice: This notice serves as clarification to the Small Business Subcontracting Plan (SBSP). In section L of the RFP, the Government requires submission of the Small Business Subcontracting Plan in Technical Volume I. The Government desires that the plan be submitted in percentages, exclusive of dollars.

The purpose of this amendment is to:



1) Publish the revised RFP solicitation with version 4; "MSC RFP HSBP1010R2914"is replaced with version 4 document titled "REVISED MSC RFP HSBP1010R2914"

2) Include list of contracting companies supporting the MSC selection process in section L.10

3) Revise Delivery Schedule for CLIN 0001. See Section 6.0 in the SOO of the version 4 RFP.



Note: Corrected Answer to #165: Cetifications and Representations, and Small Business Subcontract Plan are to be delivered within Volume I not Volume II. See section L of RFP.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included with or attached to this notice. The initial funding for the procurement will be Recovery Act funding. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. THIS NOTICE CONSTITUTES THE ONLY SOLICITATION.  This requirement is solicited as unrestricted (full and open competition).  Customs and Border Protection (CBP) intends to solicit and award a Firm Fixed Price contract for this requirement. The supplies and services will be solicited and awarded as commercial items in accordance with procedures prescribed in FAR Part 12 and source selection procedures in FAR Part 15. The base year will be funded with Recovery Act funding.  The North American Industry Classification Standard (NAICS) code 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing applies; Size Standard 750 employees. The Government reserves the right to make one, multiple or no award resulting from this solicitation.

CBP intends to host an Industry Day to address questions about the requirement and solicitation.  The Industry Day will be held on Friday, January 8, 2010 from 9:00 AM to 1:00 PM at the MITRE Corporation Conference Center, 7515 Colshire Drive, McLean, VA 22102, Phone (703) 983-6000.


Please RSVP by submitting the name of your company and number of representatives in the Industry Day to MSC@dhs.gov on or before January 4, 2010, no later than 5:00 PM, eastern standard time. Seating is limited to no more than two (2) representatives from each company.

2.The listing of companies represented at the Mobile Surveillance Capabilities Industry Day on January 8, 2010 is now posted on FEDBIZOPPS.





3.The Government has received a number of questions regarding the Mobile Surveillance Capabilities solicitation and to answer them fully requires some time. The Government anticipates posting Questions & Answers as well as the revised Request for Proposal (RFP) to FEDBIZOPPS in the very near future.

Amendment 00003: In order to amend solicitation HSBP1010R2914 the following changes are made:


 a. Block 11 is revised to indicate that the hour and date specified for receipt of Offers is extended. The revised offer due date/local time (Solicitation Number HSBP1010R2914 dated 12/22/09, Block 8) is changed to 2-26-2010/1200.


b. The Government desires delivery of the 2 Test Units (CLIN 0001) within 60 calendar days from the date of award but will allow the Offerors to propose an alternate delivery date beyond 60 calendar days.  To reflect this desire, the date of delivery of the 2 First Article Test Units will be included as evaluation technical capability subfactor 8 (Section M.4). Technical capability subfactor 8 will be weighted less important than each of the technical capability subfactors 1-7.


c. It is anticipated that further clarifications will be posted to FEDBIZOPPS in the near future.
