This document – Mobile Surveillance Capabilities Matrix (MSCM) – identifies the range of capabilities required by this solicitation. This table includes columns defined as follows.
• “Factor” to describe the capability category (grouping of similar capabilities).
• “MSC System Capability, Subfactor” to describe a capability that the acceptable system will provide or possess.
• “Parameter” to describe the specific standards and conditions the capability (subfactor) will be evaluated against.
• “Threshold Acceptable Value” to describe the minimum level of the capability’s parameters acceptable for system deployment and operations. Any Offeror’s offered solution (proposal) failing to meet any single threshold acceptable value will not be considered, which means that proposal will be rejected.
• “Nominal Desired Value (Objective),” to describe the desired (at a minimum) level of the capability’s parameters for enhanced system deployment and operations.
• “Offeror Proposed Value” reserved for offerors to provide in submittals.
The Capabilities Matrix includes terms defined as follows:
• AC: Alternating Current
• Ao = Operational Availability = Uptime/Total Time.
Where “Uptime” is the time during which the system was capable of performing all required functions in a given calendar interval; and “Total Time” is the total time during which the system was supposed to be up during a given calendar interval (Total Time = Uptime + Downtime). • Average Size Human: 0.5 square meter RCS, and optical/visual equivalent.
• Basic Maintenance Service: Please see section of‐this‐title within the MSC Statement of
Objectives (SOO) document.
• Downtime, as used in the Ao Operational Availability definition, includes the time:
o For platform preparation (connecting safety devices, external power, air conditioning, support equipment etc.) to conduct maintenance.
o For maintenance instruction consultation o During which maintenance is being performed o During which a maintenance action is awaiting parts, personnel, or equipment o Diagnostic time (time to detect and isolate failure) o To repair (in‐place repair or removal and replacement of the failed item) o Required to validate the repair (e.g., functional check) o Due to administrative and other logistics delays o For transportation of unit to/from repair station if required.

• Identification: Act of identifying the IoI as human, conveyance, or other.
• Items of Interest (IoI): Detected objects or persons within the field of operation of possible interest to CBP. Items of Interest may include, but are not limited to, CBP assets and resources that have not yet been identified as such, law enforcement partners, contraband, animals, and unidentified humans and conveyances.
• Level 1 (Operator) Maintenance is routine maintenance at a novice skill level performed by CBP personnel or support contractors including routine oil and filter changes (on a generator, for example). Specific Level 1 Maintenance Tasks and schedules are to be defined by the Supplier in the ILSP document.
• Level 2 (Organizational) Maintenance is non‐routine maintenance and also any routine maintenance requiring special skills above the novice level. Specific Level 2 Maintenance Tasks and schedules are to be defined by the Supplier in the ILSP document.
• Level 3 (Depot) Maintenance is non‐routine maintenance performed at the Supplier’s facilities (perhaps at the factory). Specific Level 3 Maintenance Tasks and schedules are to be defined by the Supplier in the ILSP document. CBP expects most maintenance to be performed at Level 1 or Level 2. CBP anticipates that Level 3 maintenance will be extremely rare.
• Level 1 Maintenance Locations and Facilities: Level 1 maintenance will be performed by CBP personnel or support contractors in the field at the surveillance site. The locations will typically be remote, unimproved, and far from paved roads. No facilities such as electrical power or water will be provided at the Level 1 site. Any special tools required for Level 1 maintenance shall be supplied with and attached to the MSC system (via robust enclosures or restraints) so that the tools are readily available.
• Level 2 Maintenance Locations and Facilities: Level 2 maintenance will be performed at a Border Patrol Station or at a Border Patrol Sector Headquarters. Facilities may be limited to an unpaved parking lot, without access to electrical power or water. The maintainer must supply onsite all necessary labor, instrumentation, spare parts, consumable items, expendable items, lifts, jacks, winches, electricity, and water.

• Level 3 Maintenance Locations and Facilities: Level 3 maintenance is performed at the Supplier’s facilities (such as at the factory). Location and Facilities are at the Supplier’s discretion, but note that MTTR and MaxTTR are defined in such a way as to include transit time (as detailed above).
• LMR: Land Mobile Radio.
• LoS: Line of Sight.
• LRU: Line Replaceable Unit.
• MaxTTR: Maximum Time to Repair
1. The maximum time consumed performing Level 1, 2, and 3 repair and maintenance over an interval of time specified as a calendar month.
2. Start and End Times have the same definition as MTTR.
• MTTR: Mean Time to Repair
1. The average time consumed performing Level 1, 2, and 3 repair and maintenance over an interval of time specified as a calendar month.
2. For Level 2 and 3 repair and maintenance, Start Time is when unit arrives at the Level 2 maintenance location and is made available to Supplier and Supplier notified, whether or not Supplier personnel are present.
3. For Level 2 and 3 repair and maintenance, End Time is when Supplier notifies CBP and releases the fully repaired and tested unit to CBP at the Level 2 maintenance location, whether or not CBP personnel are present.
4. Note: Based on these definitions, Level 3 maintenance time does intentionally include transportation time from the Level 2 maintenance location to the Level 3 maintenance location, as well as return transportation time back to the Level 2 maintenance location, as well as any wait times involved in transportation.

If so, the offeror’s solution must facilitate the integration of a GFE Motorola Astro® Spectra™ or Astro® XLT™ 5000 LMR and associated antenna operating at 25 to 110 Watts transmitter power and at 136‐174 MHz, and must supply electrical power and physical mounting provisions for that LMR.
Alternately, offeror may propose to integrate a suitable work space within the cabin of a GFE truck that the Government will procure under GSA schedule. The GFE truck will be of the grade generally known as Ford F‐450 or GMC C4500, or equivalent. Note: Offeror is advised that CBP cannot guarantee a particular brand/manufacturer of truck, only this particular grade. If the offeror chooses to integrate a suitable work space within the cabin of a GFE truck, the offeror may not rely on the GFE truck’s engine as a source of power for MSC operation. The offeror’s solution must supply heat, cooling, and electrical power to the operator’s work space consistent with the needs of the MSC mission and environment.
Additionally, the offeror’s solution must supply electrical power to the LMR. When stowed, the offeror’s solution may not prohibit the normal use and driving of the truck. The offeror’s integrated solution may use the area behind the driver and passenger seats, and may use the passenger’s seat, including re‐mounting the passenger seat facing rearward so as to face offeror’s workstation equipment and displays. The integrated solution must comply with all applicable laws and regulations, including those for motor vehicles operated on US Highways.
MSC supports close proximity site security by alerting operator when persons, vehicles, or large animals approach the operator’s work space.
