Update #4 · Latest ·

Reforge Update At this time ACC and the Acquisition Management Integration Center (AMIC) are working to develop the acquisition documents and budgetary considerations for the Reforge CONOP. Please continue to monitor FBO.gov for updates regarding the Reforge CONOP.

Update #3 ·

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. IAW FAR 10.002, all information being requested and provided in response is for market research purposes only. This RFI is not a Request for Proposal/Quote. Any and all proposals or unsolicited proposals submitted in response to this RFI will be returned unopened to the sender. This RFI does not commit the Government to contract for any supply or service whatsoever, nor does it bind the information provider to the submitted response. The USAF will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any current acquisitions or any future RFP. However, responses to this RFI will be utilized in determining potential acquisition strategies.

Air Combat Command (ACC) has developed an experiment to prove the "Reforge CONOP." This CONOP compresses UPT Phase III, IFF and FTU basic into a single, comprehensive, fighter aviator training program. The intent of the experiment is to show the current training programs can be successfully merged, producing tactical aviators sooner, without sacrificing quality of development. The experiment will train a cadre of experienced instructors, who, in-turn, will train a group of newly winged pilots over the course of 12-18 months, preparing them to be USAF fighter pilots. Six evolutions over approximately 60 months are planned.

RFX RFI Attachment 1 of this RFI outlines the details and known requirements for the Reforge CONOP experiment.

The Acquisition Management Integration Center (AMIC) is seeking potential sources in possession of, or access to, aircraft available for lease to conduct an estimated 24 to 36 month trial of initial tactical training at or near Joint Base Langley Eustis. The anticipated requirement would be for contractor owned-government operated aircraft. The potential contractor is expected to provide all aircraft, maintenance and support equipment, maintenance personnel, and facilities to generate aircraft sorties for the trial.

Initially, the USAF is looking to identify fighter type advanced training aircraft that are or could be made capable to support an initial tactical training trial. At this time the USAF is trying to identify contractors that have access to or currently own at least four or more aircraft that meet the following capabilities:
All aircraft shall have at a minimum the following attributes:

1.High performance, high speed, high maneuverable fighter-like platform.

   a. Supersonic capability desired, highly maneuverable for +7g or more

   b. Ceiling capability of 40,000' or more

   c. Dual Seat (Single Seat Aircraft are not Acceptable)

2. Avionic displays to simulate 4th/5th generation combat fighter avionics.

   a. Glass cockpit desired

   b. Navigation and avionics capability to display simulated or provide actual location in relationship other aircraft and to the ground.

   c. Information capability to relay intra-flight information to all selected flight members and aircraft.

   d. Weapons management displays to simulate or provide actual weapons information for employment for both A/A and A/G.

3. Digital data record capability of information to support sortie position, communication, target and weapons employment for debriefings.

Responses should include aircraft type, quantity available, year manufactured, current location (country), aircraft capabilities (unclassified), and estimated number of days for performance start after award. Limit all responses to no more than 5 pages. Interested parties are encouraged to respond to this RFI as soon as possible rather than waiting until the response due date.
