Text version
The anticipated requirement would utilize contractor owned-government operated aircraft. The potential contractor is expected to provide all aircraft, maintenance and support equipment, maintenance personnel, and facilities to generate aircraft sorties for the Reforge CONOP.
Aircraft shall have some or all of the following attributes:
1. High performance, high speed, high maneuverable fighter-like platform.
a. Supersonic capability desired, highly maneuverable for +7g or more
b. Ceiling capability of 40,000' or more
c. Dual Seat (Single Seat Aircraft are not Acceptable)
2. Avionic displays to simulate 4th/5th generation combat fighter avionics.
a. Glass cockpit desired
b. Navigation and avionics capability to display simulated or provide actual location in relationship other aircraft and to the ground.
c. Information capability to relay intra-flight information to all selected flight members and aircraft.
d. Weapons management displays to simulate or provide actual weapons information for employment for both A/A and A/G.
3. Digital data record capability of information to support sortie position, communication, target and weapons employment for debriefings.
Provide a plan to meet or exceed the sortie production plan as outlined in Table 1. This plan should identify the following items:
I. Aircraft type, quantity, operational status (pre/post production), aircraft location (country of origin), and capabilities
II. Potential “hybrid” or alternative solutions to meet perceived training objectives
III. AVAILABLE ground-based training support (i.e. simulators, VR, computer-based training)
IV. Anticipated Government support/assistance
V. Timeline/milestones that include:
a. Importation of aircraft
b. Post-production aircraft
c. Pre-Production aircraft
d. Airworthiness process (FAA and USAF)
e. Aircraft quantities
f. Aircraft upgrades, specifically sensor management suite(s) (i.e. radar/RWR/SIT or other types of simulated technology)
g. Operational status (bed down through fully operational)
h. Ground-based training support implementation
Table 1
Evolution Duration Total Sorties Min Turn Max Turn
1 Month 1 to 9 1560 4 turn 2 4 turn 4
2 Month 10 to 18 2200 4 turn 2 6 turn 4
3 Month 19 to 24 2100 4 turn 2 8 turn 8
4 - 6 Month 25 to 59 4000+ per yr 6 turn 4 8 turn 8<
* All evolutions will require the contractor to provide sorties (1.5ASD), ground academics, flight pubs, and debrief system support. In addition Evolution 1 will require instructors for “train the trainer” flight instruction.
