About this opportunity

The Federal Bureau of Investigation (FBI) has issued a Special Notice announcing its intent to negotiate a sole source, firm-fixed-price Master Service Agreement with Qiagen, LLC. The agreement will cover maintenance and support for QIAGEN instruments used in the FBI Laboratory Division's Next Generation Sequencing (NGS) validation and implementation efforts. Specifically, the contract will consist of one base year and two option years, located at the FBI facility in Germantown, Maryland. According to the notice, QIAGEN Field Service is the only organization certified to repair, qualify, calibrate, upgrade, maintain, and move QIAGEN instrumentation, which justifies the sole source procurement. The contract opportunity is classified under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 6640 for Laboratory Equipment and Supplies.

Contractors interested in this opportunity must submit a capability statement or statement of interest directly to Contracting Officer Adelle Bolton via email by 5:00 PM EST on June 17, 2025. The FBI will use these submissions to determine whether to conduct a competitive procurement, though they are not obligated to do so. To be eligible, vendors must be registered in the System for Awards Management (SAM.gov) with current and accurate information, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, Unique Entity Identifier (UEI), addresses, and contact information. While this is not a competitive solicitation, the notice allows responsible sources to express interest and potentially be considered. The FBI intends to negotiate under Federal Acquisition Regulation (FAR) 6.302-1 authority, and any responses will be used solely to assess potential competition for the proposed contract.
