About this opportunity

The U.S. Coast Guard Aviation Logistics Center is soliciting quotations for the procurement of 15 Liner Spacer Kits (National Stock Number 5210-14-537-5558, part number 410995) manufactured by Saft Ab, with an option to increase the quantity by up to 30 additional units. This combined synopsis and solicitation (70Z03826QB0000018) is issued as a Request for Quotation (RFQ) for commercial items under simplified acquisition procedures. The primary contract requirement is that all parts must have clear, complete, documented, and auditable traceability to the Original Equipment Manufacturer (OEM), Saft Ab (CAGE Code F6177), with offerors required to provide a Certificate of Conformance demonstrating compliance with FAA regulations and quality assurance standards. Award will be made to the lowest-priced, technically acceptable offeror on a firm-fixed price basis, with technical acceptability determined solely by the ability to provide OEM or OEM-approved source parts that meet the specified traceability and quality requirements. The deadline for quotation submission is December 23, 2025, which represents an expedited timeline for this procurement.

This is an unrestricted requirement with no set-aside designation, allowing all responsible sources to submit quotations, though the justification for Other Than Full and Open Competition indicates that Saft America Inc. in Valdosta, Georgia has been identified as the source for these specialized helicopter components. The procurement anticipates a firm-fixed price purchase order with an anticipated delivery date of February 1, 2026, and the Contracting Officer may exercise the option to increase quantity within one calendar year after award, with delivery continuing at the same rate as the original order. The small business size standard for this acquisition is 1,250 employees. Delivery will be F.O.B. Destination to the U.S. Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina, with comprehensive packaging, marking, and inspection requirements specified in the solicitation documents. Questions or inquiries should be directed to the point of contact, raymond.v.marler@uscg.mil.
