About this opportunity
Mission Support and Test Services LLC, operating the Nevada National Security Sites for the Department of Energy National Nuclear Security Administration, is conducting market research and soliciting expressions of interest for a factory-manufactured modular building solution with responses due July 30, 2026 at 4:00 p.m. PST. This RFI will not result in award; a formal competitive solicitation is anticipated in the near future.
The facility—the Big Explosives Experimental Facility (BEEF)—must provide approximately 5,000 square feet of usable floor area supporting up to 200 occupants for business occupancy, training, collaboration, and assembly functions. The building shall employ volumetric modular construction with factory-integrated mechanical, electrical, HVAC, and plumbing systems, complete interior finishes, and architectural elements. Programmatic requirements include a 3,300 square-foot open office area, 880 square-foot storage, 200 square-foot conference room with video teleconferencing, 220 square-foot hoteling area, 110 square-foot walled office, 250 square-foot break room, 105 square-foot locker room, utility spaces, and two to three overhead doors for egress with minimum 10 feet clear overhead height for administrative spaces (8 feet 6 inches acceptable per Amendment 003).
Place of performance is the Nevada National Security Sites in southeastern Nye County, Nevada, approximately 105 kilometers northwest of Las Vegas.
The facility must comply with MSTS Code of Record, including IBC 2015, IFC 2015, ICC ANSI A117.1-2009 (ABA compliance), seismic criteria SDS = 0.596, NFPA 101-2024, IEEE C2-2017, DOE-STD-1066-2023, and DOE orders 414.1E, 420.1C Change 3, and 473.1A. Type II-A or Type II-B construction is acceptable. Excluded from offeror scope: building module installation, foundation construction, site work, potable water and sanitary sewer systems, plumbing fixtures, automatic fire suppression systems, landscaping, and site security.
Estimated contract value is $1,000,000 to $2,000,000 over one year. MSTS is evaluating two contracting approaches: Option One consolidates building purchase, transport, and delivery into a single FFP subcontract with milestone payments; Option Two separates purchase, transport/delivery, and storage into three FFP subcontracts. Delivery is immediately available by August 31, 2026, or delayed with storage, with acceptance anticipated by September 8, 2026. NAICS code 236220 (size standard $45,000,000); PSC 5410.
Responses must address company profile, socio-economic status, current inventory, technical specifications, warranties, delivery lead time, cost estimates, operational lifespan, and feedback on contracting strategy. Questions due July 23, 2026 at 1:00 p.m. PST. Contact Amy Justice at (651) 303-9182 or justical@nv.doe.gov. Three amendments issued as of July 29, 2026.
Notice text
The Nevada National Security Sites (NNSS) is a U.S. Department of Energy, National Nuclear Security Administration (NNSA) installation, operated by Mission Support and Test Services, LLC (MSTS), comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. Located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, the NNSS is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site.
The MSTS also operates the North Las Vegas Facility (NLV); the Remote Sensing Lab at Nellis Air Force Base, North Las Vegas, NV (RSL-N); the Remote Sensing Lab at Andrews AFB, Maryland (RSLA); Special Technologies Lab at Santa Barbara, CA (STL); Livermore Operations at Livermore, CA (LO); and Los Alamos Operations at Los Alamos, NM (LAO).
MSTS is issuing this Request for Information (RFI) and Expression of Interest (EOI) to conduct market research as well as determine companies who would be interested in participating in a solicitation for the following effort.
MSTS requires the services of an experienced Offeror to provide a complete, permanent modular building solution utilizing volumetric modular construction methods. The facility shall support business occupancy functions, training activities, collaboration, and stand-up assembly meetings.
MSTS intends to procure a factory-manufactured building solution that maximizes off-site fabrication and factory integration of building systems while minimizing field construction activities. The facility shall provide ~5,000 square feet (SF) of usable floor area and support an occupant load of up to 200 persons.
The objective of this RFI is to gauge industry interest, assess market capabilities, and solicit feedback on our proposed contracting structure to maximize competition, obtain high-quality services, and manage risk effectively.
