About this file
This is an Expression of Interest (EOI) and Request for Information (RFI) issued by Mission Support and Test Services, LLC (MSTS) for market research regarding a modular building procurement for the Nevada National Security Sites (NNSS).
MSTS seeks a turnkey, factory-manufactured volumetric modular building solution providing approximately 5,000 square feet of usable interior floor space to accommodate up to 200 occupants. The facility must support business occupancy functions, training activities, collaboration, and stand-up assembly meetings and be suitable for year-round, permanent installation. The building must utilize volumetric modular construction with factory-integrated mechanical, electrical, HVAC, and plumbing systems, complete interior finishes, and architectural elements installed prior to shipment. Programmatic space requirements include an approximately 3,300 square-foot open office area, 880 square-foot storage area, 200 square-foot conference room with video teleconferencing, 220 square-foot hoteling area, 110 square-foot walled office, 250 square-foot break room, 105 square-foot locker room, utility spaces, two to three overhead doors for egress, and a minimum of 10 feet clear overhead height for administrative spaces. The facility must comply with MSTS's Code of Record, meet seismic criteria (SDS = 0.596), be Architectural Barriers Act compliant, include code-compliant means of egress, fire alarm systems, emergency lighting, and exit signage. The offeror must provide the foundation design, manufacturers lift plan, warranties, documentation, and factory acceptance inspections. Excluded from scope are building module installation, foundation construction, site work, potable water and sanitary sewer systems, plumbing fixtures, automatic fire suppression systems, landscaping, and site security infrastructure. Delivery options include immediate delivery by August 31, 2026, or delayed delivery with storage at MSTS's request, with acceptance and invoice receipt anticipated by September 8, 2026.
MSTS is evaluating two contracting approaches involving two to three separate Firm Fixed Price (FFP) agreements with an estimated value of $1,000,000 to $2,000,000 over a one-year contract term. Option One consolidates building purchase, transport, and delivery into a single FFP subcontract with milestone payments upon MSTS acceptance and receipt/offload, plus a separate storage fee subcontract if required. Option Two separates the building purchase, transport/delivery, and storage fees into three individual FFP subcontracts. The contemplated NAICS code is 236220 (Commercial and Institutional Building Construction) with a size standard of $45,000,000. Interested firms must submit written responses to a detailed questionnaire addressing company profile, socio-economic status, current modular building inventory, technical specifications (dimensions, structural composition, foundation compatibility, ceiling height, customization limits), warranties, delivery lead time, cost estimates, operational lifespan, and feedback on the proposed contracting strategy and barriers to competition. Responses must be submitted via email to Amy Justice at JUSTICAL@NV.DOE.GOV in PDF format not exceeding 20 pages (excluding cover page and attachments) by 4:00 P.M. PST on July 30, 2026. Questions must be submitted in writing by 1:00 P.M. PST on July 23, 2026. This RFI does not constitute a commitment to issue a solicitation, and MSTS will not reimburse respondents for submission costs or information provided.

BIG EXPLOSIVES EXPERIMENTAL FACILITY (BEEF) MODULAR FACILITY
1. INTRODUCTION AND OBJECTIVE
The Nevada National Security Sites (NNSS) is a U.S. Department of Energy, National Nuclear Security Administration (NNSA) installation, operated by Mission Support and Test Services, LLC (MSTS), comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. Located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, the NNSS is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site.
The MSTS also operates the North Las Vegas Facility (NLV); the Remote Sensing Lab at Nellis Air Force Base, North Las Vegas, NV (RSL-N); the Remote Sensing Lab at Andrews AFB, Maryland (RSLA);
Special Technologies Lab at Santa Barbara, CA (STL); Livermore Operations at Livermore, CA (LO); and Los Alamos Operations at Los Alamos, NM (LAO).
MSTS is issuing this Request for Information (RFI) and Expression of Interest (EOI) to conduct market research as well as determine companies who would be interested in participating in a solicitation for the following effort.
MSTS requires the services of an experienced Offeror to provide a complete, permanent modular building solution utilizing volumetric modular construction methods. The facility shall support business occupancy functions, training activities, collaboration, and stand-up assembly meetings.
