About this file
This is Amendment 002 to an Expression of Interest/Request for Information (EOI/RFI) issued by Mission Support and Test Services, LLC (MSTS) under Department of Energy prime contract DE-NA0003624. The amendment, dated July 23, 2026, provides responses to Questions 3 through 6 that were submitted by potential offerors regarding the provision of a factory-manufactured building solution for the Big Explosives Experimental Facility (BEEF). MSTS specified the comprehensive Code of Record (COR) requirements that the facility must meet, including building codes (IBC 2015, IFC 2015, Uniform Mechanical and Plumbing Codes 26th Edition 2018), accessibility standards (ICC ANSI A117.1-2009, 36 CFR 1191), electrical and fire safety codes (IEEE Standard C2-2017, NFPA 101-2024, DOE-STD-1066-2023), environmental regulations (40 CFR 59), and Department of Energy orders addressing quality assurance, facility safety, and physical protection (DOE O 414.1E, DOE O 420.1C Change 3, and DOE O 473.1A).
MSTS clarified that this EOI/RFI is for market research and budgetary estimation purposes only, with no award to be made based on responses received by the July 30, 2026 deadline at 4:00 p.m. local time. A formal solicitation (RFQ/RFP) will be issued in the near future, and awards will only occur following that formal competitive process. MSTS also confirmed that direct negotiation through GSA contracts is not authorized under FAR 8.405 and that a fair opportunity must be provided to prospective Schedule contract holders. Regarding facility construction specifications, MSTS indicated that either Type II-A or Type II-B construction is acceptable for the BEEF modular facility. Responses should acknowledge receipt of all amendments by indicating the amendment count.

4. Question 4: The RFI requests budgetary information, schematics, inventory availability, etc. Do you intend to procure this building based on responses to this RFI, or will there be a subsequent RFQ/RFP?
MSTS Response to Question 4: MSTS does not intend to make an award based on response(s) to this EOI / RFI. The information gained will be utilized by MSTS solely for market research and budgetary estimation purposes. MSTS anticipates issuing a formal solicitation in the near future to request proposals.
An award will only be made at the conclusion of that formal solicitation process.
5. Question 5: Can you justify a direct negotiation through our GSA contract?
MSTS Response to Question 5: No. In accordance with FAR 8.405, ordering activities are required to provide a fair opportunity to prospective Schedule contract holders unless an authorized exception to competition applies.
6. Question 6: Will the BEEF Modular be required to be non-combustible construction Type IIb?
MSTS Response to Question 6: Currently, MSTS believes either Type II-A or Type II-B construction is acceptable.
All else remains unchanged.
