About this opportunity

The U.S. Coast Guard Aviation Logistics Center's Medium Range Recovery Procurement Division has issued a Notice of Intent to Award a Sole Source Basic Ordering Agreement call for the procurement of 8 PLATE ASSEMBLY, RETE units (National Stock Number 1615-01-185-4870) from Sikorsky Aircraft Corporation. This procurement is designated as unrestricted with no small business set-aside and falls under NAICS code 336413 with a size standard of 1,250 employees. The Coast Guard intends to negotiate exclusively with Sikorsky Aircraft Corporation as the Original Equipment Manufacturer under existing Basic Ordering Agreement SPE4A1-22-G-0005. The items are replacement parts for MH-60T aircraft and are classified under Product Service Code 1615 for helicopter rotor blades, drive mechanisms, and components. The procurement is justified as sole source because Sikorsky owns all rights to the technical data, specifications, and manufacturing processes for this specialized component.

The purpose of this notice is to inform the contracting community of the Coast Guard's intent to make a sole source award while providing an opportunity for other responsible sources to submit quotations for consideration. Interested contractors must submit quotations to the specified email addresses with solicitation number 70Z03825QJ0000319 in the subject line no later than 2:00 PM EDT on June 23, 2025. Delivery is required within 200 days after receipt of order, with early deliveries encouraged at no additional cost to the government. The procurement will be conducted under simplified acquisition procedures, with inspection and acceptance performed at origin by the Defense Contract Management Agency. Award determination will be based on fair and reasonable pricing, and the government retains sole discretion in deciding whether to compete the procurement based on responses received to this notice.
